The Administrative Cooperation Group (ADCO) under the Toy Safety Expert Group of the European Union's Market Supervision Administration released a market monitoring note on asbestos on July 3, 2026. The theme is natural asbestos pollutants in toy sand, risk assessment, detection methods, and regulatory enforcement standards.

What is asbestos?
Asbestos is a general term for natural fibrous silicate minerals, which have been widely used in various industrial fields due to their extremely high tensile strength, heat resistance, insulation, and spinnability. The main types include chrysotile, bluestone, and iron asbestos.
Asbestos is classified as a Class 1A carcinogen in Regulation (CLP) No 1272/2008 of the European Union, and therefore its use in toys is prohibited. According to the Toy Safety Directive, the presence of certain specific harmful substances (i.e. carcinogens) is excluded, and the content of these substances can reach the upper limit specified in the CLP regulations (i.e. 0.1%). This exception also applies to asbestos in toys.
The EU market regulatory authorities may take corresponding measures against toys containing asbestos even if the asbestos content is below the above limit, in accordance with Article 10.2 (2) of the Toy Safety Directive and point 1 of Part III of Annex II to the Toy Safety Directive.
How harmful is asbestos?
Long term inhalation of asbestos fibers can lead to serious lung diseases, including:
Asbestosis (an irreversible pulmonary fibrosis)
Lung cancer
Mesothelioma (a rare malignant tumor of the pleura or peritoneum)
The incubation period of these diseases can last for decades, but once they occur, the consequences are very serious. Therefore, the key to prevention lies in accurately identifying and controlling asbestos containing materials.
Risk and Regulatory Considerations
In toy usage scenarios, children playing with and dumping sand can generate dust, and inhaling asbestos fibers poses a carcinogenic risk;
Market regulatory agencies found asbestos detected in multiple commercially available toy sands through sampling.
Manufacturers, importers, and distributors need to carry out raw material control: verify mineral sources, conduct asbestos screening and evaluation of raw materials and finished products; Once asbestos is detected, the product shall not be placed on the EU market, and market disposal measures such as recall and delisting shall be taken for products already on the market.
How to detect asbestos?
Generally, asbestos is detected in industrial products using a combination of X-ray diffractometer and polarizing microscope as the technical method.
