Ghana COC certification

1、 What is COC certification in Ghana? Quick overview of core points

The Certificate of Conformity (COC) in Ghana is a mandatory pre clearance procedure led by the Ghana Standards Agency (GSA), officially known as the EasyPASS Compliance Assessment Program.
All products listed in the control catalog must obtain a COC certificate before shipment, otherwise the goods will face serious delays, high fines, and even return processing upon arrival at the port in Ghana.

📌  Key understanding:
COC is the final certificate, and EasyPASS is the certification system. The industry commonly known as "Ghana COC certification" is actually completed through the EasyPASS program to verify product compliance.

2、 Which products need to apply for Ghana COC?

The following product categories are within the scope of mandatory certification and must apply for COC before export:

Electronic and electrical products (such as household appliances, power supplies, lighting equipment)
Toys, games, and sports equipment
Automotive products (including new and used cars)
Chemical products (excluding household chemicals)
Mechanical materials and gas appliances
Pulp, paper, and cardboard
Furniture (wood and metal products)
Safety equipment (such as personal protective equipment)
Food
Building materials
Fuel and petroleum products
Textiles, footwear, and African printed fabrics
Second hand products (such as second-hand clothing, appliances)
Selected medical equipment and drugs

✅  Suggestion: Before shipment, it is necessary to confirm whether the product is listed on the GSA official website or consult the certification agency through the HS code to avoid misjudgment.

3、 Certification process: 4 steps to ensure smooth shipment

1. Prepare and submit application materials

Exporters are required to provide the following core documents:

COC Application Form (provided by the certification body)
Formal invoice and packing list (including FOB amount)
Product images and nameplate information
Product testing report (such as CB, CE, GS and other internationally recognized certificates, or third-party reports that comply with Ghanaian standards)
IDF (Import Declaration Form) provided by the importer
UCR Number (Unique Consignee Reference, obtained through registration by Ghanaian importers)

⚠️  Attention: The test report should indicate the Ghanaian standard number (such as GS 1234), and international standards should supplement local parameter adaptation (such as voltage 230V/50Hz).

2. Document review and inspection arrangement

After the certification body approves the audit materials, on-site or remote video inspection will be arranged.
The inspection content includes: product consistency, packaging labeling, and random unpacking inspection.
Some products require supervised installation or sampling testing.

3. After passing the inspection, arrange for shipment

After passing the inspection, the exporter can arrange for the shipment of the goods.
It is strictly prohibited to "ship first, then issue certificates": COC must be applied for before shipment, and cannot be reissued after the goods have left the port.

4. Submit the final document and issue the COC

Provide scanned copies of the final commercial invoice, packing list, and bill of lading (B/L).
The certification body issues a herbal COC for confirmation, and after confirming its accuracy, issues the original electronic certificate.
COC is valid for a single batch, and each shipment needs to be applied for separately.

⏱️  Processing cycle: usually 10-15 working days, depending on product complexity and inspection schedule.

4、 Cost and authentication mode: Choose the optimal path as needed

The COC certification fee in Ghana is linked to the certification mode and FOB value, mainly divided into three modes:

patternApplicable scenarioscost structure
‌Route A(One time authentication)‌Single export, infrequent transactionsCharged at 0.5% FOB value, minimum $300 per order
‌Route B(Product Registration)‌Frequent export of similar productsRegistration fee of approximately 200 euros+single batch inspection fee (0.3% of the value of the goods)
‌Route C(Factory License)‌Long term cooperation and bulk exportFactory audit+sample testing+type approval certificate

💡  Suggestion: If it is the first export or low-frequency transaction, choose Route A; If the supply is long-term, Route B registration can be considered to simplify the subsequent process.

5、 Key considerations: Avoiding compliance risks

Labeling and packaging requirements:

Products and packaging need to be labeled in English: country of origin, manufacturer information, model, voltage, etc.
Food products should be labeled with a shelf life and nutritional content table in the format of "DD/MM/YYYY".

Certificate Timeliness:

COC is valid for a single batch and cannot be reused.
After the goods leave the port, they cannot be reissued. It is necessary to plan the time in advance.

Different from ECTN:

COC is the product compliance certificate, and ECTN (Electronic Cargo Tracking Sheet) is the transportation information filing, both of which need to be processed and cannot be replaced.
