SVHC - Substances of High Concern
ECHA plans to add 15 substances to the authorization list
On July 2, 2015, the European Chemicals Administration proposed to add 15 new substances to the authorized list
Recently, the European Union has updated the list of standards for nickel release compliance under Annex XVII of the REACH regulation
The European Commission for Standardization has issued guidelines for high concern substances in the footwear industry
The European Union - European Chemicals Administration conducted its first public consultation in 2016 on four proposals for SVHC substances

According to Article 57 of the REACH regulation, SVHC (Substance of Very High Concern) is a substance that meets one or more of the following hazardous characteristics:
1. Category 1/2 carcinogenic, teratogenic, and reproductive toxic substances, namely CMR1/2 substances;
2. Persistent, bioaccumulative, and toxic substances, namely PBT substances;
3. Substances with high persistence and high bioaccumulation, namely vPvB substances;
4. Substances that have endocrine disrupting properties, or have persistence, bioaccumulation, and toxicity, or have high persistence, bioaccumulation, but do not meet the standards of items 2 and 3, and have scientific evidence to prove serious impacts on humans or the environment.
Substances that meet the requirements of Article 57 of REACH are usually considered a highly concerned substance (SVHC). For such substances of high concern (SVHC) that meet the following conditions, notification is required in accordance with Article 7 (2) of REACH:
(1) The substance has been included in the list of candidate substances that require permission to be used (Annex XIV);
(2) The concentration of this substance in the article is greater than 0.1% (weight ratio W/W);
(3) The total amount of the substance in the items manufactured or imported by each manufacturer or importer each year exceeds 1 ton;
(4) The substance has not been registered for this purpose.
SVHC Authorization Candidate List
The competent authorities or institutions of member states may propose to include substances in the SVHC candidate list by submitting a substance dossier that meets the above characteristics. Stakeholders will be invited to comment on the substance in the dossier, and after discussion, the substance will be identified as an SVHC substance, i.e. an authorized candidate substance.
Authorized substances are some substances that are prioritized from authorized candidate substances, namely SVHC substances, and are listed in Annex XIV (Authorization List). Producers, importers, or downstream users on the supply chain must submit authorization applications to ECHA
18 months before sunset to obtain authorization before obtaining the right to use or launch on the EU market.
As of now, there are 209 substances on the SVHC list, and the list release process is as follows:
On October 28, 2008, the European Chemical Administration (ECHA) released the first batch of 15 substances on the SVHC list.
On January 13, 2010, the European Chemical Administration (ECHA) announced the second batch of 14 substances on the SVHC list.
On March 30, 2010, the European Chemical Administration (ECHA) announced the inclusion of acrylamide in the list.
On June 18, 2010, the European Chemical Administration (ECHA) announced the third batch of 8 substances on the SVHC list.
On December 15, 2010, the European Chemical Administration (ECHA) announced the fourth batch of 8 substances on the SVHC list.
On June 20, 2011, the European Chemical Administration (ECHA) released the fifth batch list of 7 substances in SVHC.
On December 19, 2011, the European Chemical Administration (ECHA) released the sixth batch list of 20 substances for SVHC.
On June 18, 2012, the European Chemical Administration (ECHA) announced the SVHC seventh batch list of 13 substances.
On December 19, 2012, the European Chemical Administration (ECHA) announced the eighth batch of 54 substances on the SVHC list.
On June 20, 2013, the European Chemical Administration (ECHA) announced the sixth substance on the ninth batch list of SVHC.
On December 16, 2013, the European Chemical Administration (ECHA) announced the tenth batch of seven substances on the SVHC list.
On June 16, 2014, the European Chemical Administration (ECHA) released the eleventh batch list of four substances in SVHC.
