Consumer Product Testing Services - CPSIA Section

CPSIA stands for Consumer Product Safety Improvement Act.

The bill, signed by then US President Bush in August 2008, is a stricter safety regulation designed to address the high frequency of recall incidents in the past.

This regulation mainly targets "children's products", which are any consumer goods designed or designed primarily for children aged 12 or below. The regulation also reforms the Consumer Product Safety Commission, granting it greater powers.

This regulation imposes restrictions on total lead in children's products and on phthalates in toys and child care products. And it is required that the applicable products must be tested by a third-party laboratory accredited by CPSC and accompanied by a tracking label.

The Consumer Product Safety Improvement Act (CPSIA) is an important regulation formulated by the United States to enhance the safety of

consumer products, especially for children's products. The following is a detailed explanation about CPSIA:

1. Overview of CPSIA

Full name: Consumer Product Safety Improvement Act.

Signed on August 14, 2008, by then US President George W. Bush.

Purpose: To respond to frequent consumer product recalls and enhance the safety of consumer products, especially children's products.

Scope of application: Consumer goods primarily designed or used for children aged 12 or below.

2. Main requirements

(1) Lead content limit

Total lead content limit:

The total lead content in children's products shall not exceed 100 ppm (parts per million).

Applicable to any accessible part of the product.

Coating lead content limit:

The lead content in the coating shall not exceed 90 ppm.

(2) Phthalate ester restriction

Restricted substances: The content of the following six phthalates in toys and child care products shall not exceed 0.1% (1000 ppm):

Di (2-ethylhexyl) phthalate (DEHP).

Butyl phthalate benzyl ester (BBP).

Dibutyl phthalate (DBP).

Diisobutyl phthalate (DIBP).

Di-n-butyl phthalate (DPENP).

Di-n-hexyl phthalate (DHEXP).

(3) Third party testing

Mandatory testing: Children's products must be sent to third-party laboratories accredited by the US Consumer Product Safety Commission (CPSC) for testing.

Testing scope: including lead content, phthalate content, physical and mechanical properties, flammability, etc.

(4) Tracking tags

Requirement: Children's products must come with a permanent tracking label, which includes:

Manufacturer or private brand name.

Production location and date.

Batch information (such as batch number, serial number, etc.).

(5) Product certification

Children's Product Certificate (CPC): Manufacturers or importers are required to provide CPC to demonstrate that the product meets the requirements of CPSIA.

General Certificate of Conformity (GCC): applicable to general consumer goods that are not children's products.

3. Scope of application

CPSIA mainly targets the following products:

Toys: Toys designed for children aged 12 or below.

Child care products: such as bottles, pacifiers, strollers, etc.

Other children's products: such as clothing, shoes, stationery, etc.

4. Corporate Responsibility

(1) Compliance testing

Tested by third-party laboratories accredited by CPSC for lead content, phthalate content, etc. in products.

Ensure that the product meets the requirements of CPSIA.

(2) Technical documents

Prepare complete technical documents, including test reports, material lists, usage instructions, etc.

Ensure that the product meets the requirements of CPSIA.

(3) Labels and identification

Attach a permanent tracking label to the product.

Provide instructions for use, including applicable conditions, safety precautions, etc.

(4) Product certification

Provide Children's Product Certificate (CPC) or General Certificate of Conformity (GCC).

5. Punishment and Legal Responsibility

If the product does not meet the requirements of CPSIA, it may face penalties such as fines, product recalls, or market bans.

Manufacturers and importers are legally responsible for product compliance.

6. Summary

CPSIA is an important regulation developed by the United States to enhance the safety of consumer products, particularly for children's products. Enterprises need to ensure that their products comply with CPSIA requirements, including lead content restrictions, phthalate restrictions, third-party testing, and tracking labels. Through compliance testing, technical document preparation, and product certification, ensure that the product meets CPSIA requirements and avoids legal risks.
