South African LOA certification

The South African LOA certification is a mandatory entry requirement for electronic and electrical products into the South African market. All related products must obtain this certificate before customs clearance and sale, otherwise they will be prohibited from entering the country or face penalties.

 

1、 What is South African LOA certification?

LOA (Letter of Authority), also known as "Authorization Letter", is a compliance certification issued by the South African National Mandatory Standards Regulatory Authority (NRCS) to demonstrate that a product complies with South Africa's mandatory safety regulations. This certification is also known as NRCS certification because it is directly issued by the NRCS agency and carries its logo.

⚠️  Note: LOA mainly focuses on product safety, while electromagnetic compatibility (EMC) requires separate application for COC (Certificate of Compliance) certification. SABS logo certification is voluntary and applicable to enterprises that wish to enhance market recognition, but must undergo factory inspections and annual audits.

 

2、 Which products require LOA certification?

According to South African regulations, the following five types of electronic and electrical products must apply for LOA certification:

Household and similar products
For electric kettles, irons, refrigerators, lighting fixtures, hair dryers, etc., the applicable standard is the SANS IEC 60335 series.
Information technology products
Including computers, printers, POS machines, copiers, etc., adopting the SANS IEC 60950 series standards.
Electronic entertainment equipment
Such as televisions, speakers, video recorders, etc., the testing standard is SANS IEC 60065.
Handheld electric tools
For example, electric drills, polishing machines, circular saws, etc., according to the SANS IEC 60745 or SANS IEC 62841 series standards.
Wires, cables, plugs and sockets
Involving the SANS 164 series standards, especially the plug must meet the grounding and structural requirements unique to South Africa.

In addition, automotive components, lighting equipment, etc. are gradually being included in the regulatory scope.

 

 

3、 The core process of LOA certification

Enterprise registration
Manufacturers or importers need to complete registration with the SABS regulatory department and submit basic information to establish a credit file.
Product testing
Provide samples to CNAS or ILAC-MRA accredited laboratories for safety testing and issue reports that comply with SANS/IEC standards. If using IEC report certification, it is necessary to confirm the equivalence of the standard version.
Prepare technical documents
Including English instruction manual, circuit diagram, material list, product nameplate, DoC declaration, etc.
Specify local proxy
Overseas enterprises must appoint a local importer or authorized representative from South Africa as the applicant.
Submit application
Submit LOA application forms, test reports, and related materials through the NRCS online system.
Audit and certification
NRCS reviews the materials and requests additional sample verification if necessary. After the review is approved, an LOA certificate will be issued.

The entire process usually takes 4 to 8 weeks and costs approximately 8000 to 15000 RMB.

 

4、 Certificate validity period and subsequent management

The LOA certificate is valid for 3 years and needs to be reapplied upon expiration.
The certificate is non transferable and each product requires separate certification.
After obtaining certification, the product should be labeled with LOA number or affixed with NRCS logo to ensure traceability.
For high-risk products such as plugs and sockets, it may be necessary to supplement the differential testing of South African SANS standards.

 

Application Process

1. The customer prepares samples and materials to submit to Lixun

2. Lixun Laboratory conducts testing and obtains CNAS qualification laboratory

3. After the test is completed, submit it to NRCS or SABS for certification

 

Certification Mark

Both LOA certificate and COC certificate do not have certification marks.

Other information

Technical information: Voltage frequency AC 220V/50Hz, plug SABS 164-1

Mandatory: LOA and COC certification are mandatory, SABS logo certification is voluntary

Certificate validity period: 3 years

Factory inspection requirements: There are no factory inspection requirements for LOA and COC certifications, and voluntary SABS mark certification requires initial factory inspection and annual review.

Holder requirements: LOA certification must be held by a local importer, COC certification and SABS mark certification are not required
