China GB 41700-2022 Electronic Cigarette Detection
In order to further strengthen the supervision of new tobacco products such as e-cigarettes, standardize market order, ensure people’s health and safety, and promote the legalization and standardization of industrial governance, the Chinese State Tobacco Monopoly Administration issued the “Management Measures for E-cigarettes” in Announcement No. 1 of 2022. Article 5 of the General Provisions of the Management Measures stipulates that e-cigarette products should comply with the mandatory national standards for GB 41700-2022 “E-cigarettes”.
The product inspection and testing report should include the following content:

Note: The inspection and testing reports for items 1 to 14 shall be issued by E-cigarette inspection and testing institutions certified by the relevant administrative departments of the State Council. The inspection and testing reports for items 15 to18 shall be issued by qualified inspection institutions, explaining the methods used and their applicability.
The core content of the "Electronic Cigarette Management Measures"
The "Electronic Cigarette Management Measures" are the basic regulations of China's electronic cigarette industry, and their main contents include:
1. Scope of application
Applicable to the production, sales, import and export, and supervision and management of electronic cigarette products.
Including electronic cigarette devices, cartridges, e-liquids, and related accessories.
2. Production and Quality Management
Electronic cigarette manufacturers need to obtain a tobacco monopoly production enterprise license.
The product should comply with the GB 41700-2022 standard and pass relevant testing and certification.
3. Sales and Advertising Restrictions
Electronic cigarette products can only be sold through licensed retail stores.
Prohibit the sale of electronic cigarettes to minors.
It is prohibited to publish electronic cigarette advertisements in public places, mass media and Internet platforms.
4. Import and export management
The import and export of electronic cigarette products require permission from the tobacco monopoly administrative department.
Imported products must comply with Chinese national standards and regulatory requirements.
5. Supervision and management
The State Tobacco Monopoly Administration is responsible for the supervision and management of the electronic cigarette industry.
Illegal and irregular behavior will be punished in accordance with the law.
GB 41700-2022 "Compulsory National Standard for Electronic Cigarettes"
GB 41700-2022 is a mandatory national standard for China's electronic cigarette industry, which was released and implemented in 2022. Its main contents include:
1. Composition requirements for smoke liquid
Nicotine concentration: shall not exceed 20mg/mL.
Smoke liquid capacity: The capacity of smoke cartridges or smoke liquid shall not exceed 2mL.
Additive restrictions: The use of certain additives (such as vitamins, caffeine, etc.) is prohibited.
Hazardous Substance Limits: Strict limits have been set for harmful substances such as formaldehyde and acetaldehyde in cigarette smoke.
2. Equipment safety requirements
Electrical safety: Electronic cigarette devices should comply with electrical safety requirements to prevent short circuits, overcharging, and other issues.
Mechanical safety: The equipment should have a child proof opening function to prevent accidental operation.
Temperature control: The equipment should have temperature control function to prevent overheating.
3. Labeling and packaging requirements
Health Warning: The packaging should be labeled with health warnings such as "Contains nicotine, addictive".
Ingredient information: Label the main components and their concentrations of the tobacco liquid.
Child proof opening: The packaging should have a child proof opening function.
4. Testing and certification requirements
Electronic cigarette products need to be tested by nationally recognized laboratories to ensure compliance with the GB 41700-2022 standard.
The testing items include:

Hazardous substance detection
Electrical safety testing

Production License:
Electronic cigarette manufacturers need to obtain a tobacco monopoly production enterprise license.
