KUCAS Certification in Kuwait

The KUCAS certification is a mandatory compliance procedure for exporting products to the Kuwaiti market, designed to ensure imported goods meet local technical regulations, safeguard consumer safety and environmental quality, and protect domestic industries from the impact of low-quality or non-compliant products. This system is implemented under the supervision of the Public Authority for Industry (PAI) and has been officially in effect since June 17, 2006. It applies to a wide range of regulated products, including electronic and electrical appliances, children's toys, automotive parts, chemical products, and construction materials.

I. Core Requirements for KUCAS Certification

All controlled products exported to Kuwait must meet the following key conditions:

Dual Reporting System: Two core documents must be submitted with each batch of goods during customs clearance:

Technical Evaluation Report (TER): Certifies that the product complies with Kuwait's national technical regulations or international standards (such as IEC, GSO, etc.), with a validity period typically set at 2 years, equivalent to "product registration.".
Technical Inspection Report (TIR): Confirms that the physical goods in this batch match the declared specifications and serves as a one-time customs clearance document, requiring application for each shipment.

Voltage and Plug Standards:

The rated voltage of electrical products shall not be 220V, and products labeled as 230V or 240V are acceptable;
The power supply frequency is 50Hz;
The plug must comply with the British standards BS1363 or BS546 to ensure compatibility with the local power grid.

Consequences of customs clearance: If the goods arrive at the Kuwait port without valid TIR and TER, they may face rejection, return shipment, or mandatory sampling inspection, resulting in logistics delays and economic losses.

II. Certification Implementation Process

The KUCAS certification is typically conducted in two stages:

TER Application (Product Registration)

Submit a qualified test report (such as a CE, CB, or CNAS-accredited laboratory report);
Provide product technical specifications, photos, and application forms;
The TER is reviewed and issued by a certification body authorized by PAI (such as TÜV Rheinland, SGS, or Intertek).

TIR Application (Pre-Shipment Inspection)

Submit the packing list, proforma invoice, and TER number before each shipment;
Arrange for a third-party agency to conduct on-site inspection or remote video inspection;
Upon passing the inspection, the TIR will be issued for customs clearance at the destination port.

⚠️ Note: Since September 2006, the pre-shipping test (PST) method in the original ICCP certification has been discontinued, with laboratory testing + TER + TIR becoming the mainstream approach.
