COC certification in Burundi

1、 Core nature and scope of application of Burundi COC certification

Burundi COC (Certificate of Conformity) certification, also known as PVOC (Pre shipment Verification of Conformity), is a compulsory pre shipment conformity assessment procedure implemented by Burundi Bureau of Standards (BBN), which has been fully implemented since March 15, 2014.

All imported products listed in the control catalog must obtain a COC certificate before shipment, otherwise they will be intercepted by customs and face return or fines.

The main categories of controlled products include:

Electronic and electrical products (such as solar equipment, lighting fixtures, power supplies)
Building materials (cement, steel, tiles, etc.)
Chemicals (coatings, cleaning agents)
Textiles and footwear
Toys and baby products
Food contact materials (tableware, packaging)
Automotive Parts

✅  Special reminder: This certification covers 124 products in 12 categories. It is recommended to confirm whether they are listed through HS code before shipment.

2、 Certification process: 5 steps to ensure compliant shipping

Prepare application materials

Packing List: Detailed listing of product name, specifications, and quantity
Proforma Invoice: Includes information from both parties, product description, and FOB price
Product testing report: issued by CNAS or ISO 17025 qualified laboratories, valid for 3 years
COC Application Form: A blank template provided by the certification body must be filled out completely and stamped
DII file (Declaration of Importer Information): In some cases, it is necessary to provide

Submit materials and review them

Submit the above materials to the authorized issuing agency
It usually takes 2-3 working days for institutions to verify the authenticity and completeness of data

Make an appointment and complete the inspection

After approval, arrange for inspectors to inspect the goods at the factory 1-2 working days before container loading
The inspection content includes:

Production site and quality control system inspection
Verification of product identification and nameplate information
Random sampling testing (some products require packaging and sealing supervision)
If it is not qualified, it needs to be rectified and re inspected, which will incur additional costs

Evaluate the inspection report and issue a draft certificate

Within 3-4 working days after passing the inspection, a draft COC certificate will be issued
Exporters need to verify the accuracy of information to avoid errors in key fields such as bill of lading number and value of goods

Issuing official COC certificate

After confirming the accuracy, the institution issues the official electronic version of the COC certificate
The certificate is bound to the bill of lading number, and each batch of goods is separately applied for and valid for a single time

⏱️  Total cycle: Conventional process takes about 5-14 days; If additional testing is required, it can last up to 30 days

3、 Cost Structure: Charged by Mode and Value of Goods

The COC certification fee in Burundi consists of basic certification fee+additional fee, which can be divided into two modes:

Mode A (one-time export)

Certification fee: charged in a tiered manner based on FOB value, with a rate of 0.50%

Minimum $235, maximum $2375
Additional 6% value-added tax
Example: The value of the goods is 50000 US dollars, and the certification fee is approximately 50000 x 0.5% x (1+6%) ≈ 265 US dollars (approximately 1900 RMB)
Testing fee: If there is no valid report, samples need to be sent for testing, with a cost of approximately 2000-8000 yuan per item

Mode B (Product Registration/Type Approval)

Suitable for enterprises that frequently export similar products
Registration fee: Approximately 3000 RMB per certificate
Inspection fee: charged at 0.25% of FOB value, minimum $220, maximum $2375, plus 6% value-added tax
Advantage: Long term reduction in single certification costs

💡  Suggestion: Choose mode A for the first export; if the annual export frequency exceeds 3-5 times, evaluate the economics of registration mode B.

4、 Key compliance requirements and avoidance guidelines

Labeling and Identification Standards

The product and packaging must be labeled with:

Manufacturer name, model, production batch number
Made in China "English logo
Suggest using durable labels to avoid customs clearance issues caused by wear and tear during transportation

Mutual recognition mechanism for test reports

If there are already international certification reports such as CE, ISO, UL, TUV, etc., issued by CNAS 17025 laboratory and valid for 3 years, they can be used directly without repeated testing
Voltage compatibility shall comply with Burundi standard: 220V/50Hz

Free inspection option (supported by some institutions)

After completing product registration, some certification bodies allow for quick certification through document review without the need for on-site inspection
Can significantly shorten the cycle, suitable for stable supply enterprises

Distinguish from ECTN

COC: Product Compliance Certification to Ensure Quality and Safety
ECTN/BESC: Electronic Goods Tracking Form, used for transportation information filing
Both must be completed before shipment, and neither is indispensable
