Basic information of regulations
On December 19, 2024, the European Parliament and the Council of the European Union passed the Packaging and Packaging Waste Regulation (PPWR), with regulation number (EU) 2025/40, which will gradually replace the current Packaging Directive Directive 94/62/EC (except for a few provisions, Directive 94/62/EC will be repealed from August 12, 2026).
Note: The upgrading of packaging guidelines from a directive to a regulation is another advancement in the EU single market. This regulation promotes the effective operation of the internal market by coordinating measures related to packaging and packaging waste among countries, in order to avoid trade barriers and distortions and restrictions in competition within the alliance. At the same time, it prevents or reduces the adverse effects of packaging and packaging waste on the environment and human health on the basis of high-level environmental protection.
The new regulations were published in the Official Journal of the European Union on January 22 and officially came into effect on February 11, the 20th day, entering a transitional period.

The new regulations aim to promote environmental protection and resource recycling, transition to a circular economy, and strive to achieve climate neutrality by 2050 at the latest.
The new regulations stipulate the requirements for environmental sustainability and labeling throughout the entire lifecycle of packaging intended for sale on the market, extended producer responsibility, packaging waste prevention (such as reducing unnecessary packaging and reusing or refilling packaging), and requirements for the collection and disposal of packaging waste (including recycling).

This regulation applies to all packaging (regardless of the material used) and all packaging waste (regardless of where such packaging is used, or if the packaging waste originates from industry, other manufacturing, retail or distribution, offices, service industries, or households).
Packaging must comply with this regulation before it can be placed on the market.
Sustainability requirements
Requirements for substances in packaging
The packaging placed on the market should be manufactured in an appropriate manner to minimize the presence and concentration of relevant substances as packaging materials or any packaging components, including their presence in emissions and waste management outcomes such as secondary raw materials, ash, or other final disposal materials, as well as the adverse effects of microplastics on the environment.
Without affecting the chemical restrictions specified in Annex XVII of Regulation (EC) No 1907/2006 or, where applicable, the restrictions and specific measures on food contact materials and articles in Regulation (EC) No 1935/2004, the total concentration of lead, cadmium, mercury, and hexavalent chromium produced by substances present in packaging or packaging components shall not exceed 100 milligrams per kilogram.
Starting from August 12, 2026, the concentration of perfluorinated and polyfluoroalkyl substances (PFAS) in food contact packaging must meet the following requirements:
Any PFAS targeted PFAS analysis measurement value must be less than 25ppb (excluding polymer PFAS)
The measured value for targeted PFAS analysis of total PFAS content should be less than 250ppb (excluding polymer PFAS)
For PFAS (including polymer PFAS), the total fluorine content should be less than 50ppm; If it exceeds 50ppm, manufacturers, importers or downstream users shall provide proof of fluoride content measured according to PFAS or non PFAS content as required for the preparation of the technical documents referred to in Annex VII of this Regulation.
Recyclable requirements
All packaging placed on the market should be recyclable, specifically meeting the specific standards and parameter requirements set forth in this regulation.
Plastic packaging must achieve a certain proportion of recycling, and over time, the recycling rate needs to gradually increase (see table below).

Some specific packaging must be compostable.
Manufacturers or importers should ensure that packaging designs placed on the market take into account the shape and material of the packaging, reducing its weight and volume to the minimum necessary to ensure its functionality.
Encourage the reuse of packaging. The committee will set a minimum number of rotations for reusable packaging in the form of an authorization bill, taking into account other requirements such as hygiene and logistics, for the most commonly reused packaging forms.
Labeling, Marking, and Information Requirements

The packaging placed on the market should be labeled with a unified label that includes information on its material composition for easy classification by consumers. Labels should be based on pictograms and easy to understand, including for people with disabilities.
Reusable sales packaging should be clearly identified at the point of sale and distinguished from disposable packaging.
Labels containing information on the proportion of recycled components or labels indicating the proportion of bio based plastic components should comply with the relevant provisions of the subsequent committee implementation act.
Labels for packaging waste collection containers
Member states shall ensure that uniform labels are affixed, printed or engraved in a visible, clear and indelible manner on all containers used for the collection of packaging waste, in accordance with the Commission's implementing legislation, for the separate collection of each specific material packaging waste intended to be discarded in a separate container. Containers for packaging waste can be labeled with multiple tags.
