Overview of the South African Certification Body System

The National Mandatory Requirements Control (NRCS) is one of the most important certification bodies in South Africa. Its predecessor was the regulatory department for SABS certification, which later became an independent government agency responsible for product safety supervision. NRCS is responsible for issuing LOA certificates (Letter of Authority), which are mandatory safety certification licenses for electronic and electrical products entering the South African market. All electronic and electrical products that meet the requirements, whether exported or locally produced for sale, must obtain an NRCS LOA authorization letter in order to clear customs and sell normally.

The South African Bureau of Standards (SABS) is another key organization, officially known as the South African Bureau of Standards. SABS is not only responsible for developing South African national standards, but also undertakes certification and testing work. The organization issues two main certifications: COC Certificate of Compliance and SABS Mark Certification. COC certification is mandatory for the electromagnetic compatibility (EMC) of products; The SABS logo certification is a voluntary certification with stricter requirements, requiring SABS to arrange factory inspections and product testing. After obtaining the certification, it also needs to undergo two annual audits.

For wireless communication devices, South Africa has established the Independent Communications Authority of South Africa (ICASA), and all wireless communication devices exported to the South African market must pass ICASA's model certification review before they can be sold. This certification process is similar to the application for network model approval in China. It should be noted that ICASA certification can only be issued to local registered companies or representative offices in South Africa. Therefore, domestic manufacturers usually need to apply through local importers or agents, but relevant tests can be completed in domestic laboratories.
