The European Commission has recently released an important revision to update the format of the Hazardous Substances List (IHM) certificate under the EU Ship Recycling Regulation (EU SRR). This revision covers all ships flying the flags of EU member states. The core goal of the revision is to align with the Hong Kong Convention, which will come into effect in June 2025, strengthen compliance management, make Port State Control (PSC) inspections more efficient, and promote sustainable management upgrades at the end of the ship's lifecycle.


 

Core highlight: "One pass" replaces "dual pass parallel"

 

For ships (including Belgium, Croatia, Denmark, Estonia, France, Germany, Luxembourg, Malta, the Netherlands, Norway, Portugal, Spain, and Finland) that fly the flags of EU member states and have already joined the Hong Kong Convention (HKC), they only need to hold one International Hazardous Substances List Certificate (ICIHM) in the future, and do not need to apply for EU SRR certificate and Hong Kong Convention certificate separately, completely reducing the administrative burden on ship owners and operators.


 

Implementation Time Explanation

 

At present, the RO has not set a mandatory deadline for certificate renewal, and the new format will be gradually implemented in daily certificate renewal; Before the expiration of the existing certificate, both the document and the old version of the dual certificate shall remain valid and comply with regulatory requirements.


 

Provide action suggestions for ship owners and operators (must see!)

 

1. Verify existing certificates: immediately confirm whether the ship's IHM certificate is in the latest format and investigate compliance risks;


 

2. Connect with recognized organizations (ROs): proactively contact major ship level societies to confirm the certificate template update and replacement process;


 

3. Update ship documents: Ensure that the content of IHM Part I is consistent with the actual situation of the ship and maintain it throughout the entire process;


 

4. Conduct training and publicity: Communicate the new regulations to crew members and compliance management personnel to avoid delays in inspection due to lack of understanding of the regulations.


 

This revision is not only a reflection of the EU's high standards for safe and environmentally friendly ship dismantling, but also an important step in the coordination of the international maritime compliance system, which directly affects the smoothness of ships docking at EU ports.
