On August 28, 2026, the Mexican Telecommunications Regulatory Commission (CRT) published an amendment to Part 3 of the Technical Regulations of IFT-011-2022 in the Federal Official Gazette (DOF). This revision will officially come into effect on October 27, 2026. This regulation applies to mobile phones and smartphones imported, marketed, and distributed in Mexico.
According to the transitional clauses in Articles 6 and 7 of the above document, mobile phones and smartphones are divided into the following two situations:
1. The device operating system can still receive updates. This type of phone can meet the revised regulatory requirements through system updates. Its only certificate remains valid and allows for certificate extension, but it is subject to compliance supervision through subsequent spot checks.
2. The operating system of the product cannot be updated. This type of mobile phone does not have the ability to meet this technical regulation and is no longer included in the scope of regulatory supervision; The corresponding unique certificate can continue to be valid, but cannot be extended or changed.
According to the requirements of the Mexican Telecommunications Regulatory Commission (CRT), certificate holders of mobile phones and smartphones must report to the certification body whether the operating system of the product supports updates.
Interpretation:
1. Regulatory object: Applicable to mobile phones and smartphones imported, marketed, and distributed in Mexico, effective from October 27, 2026, revised for IFT-011-2022 Part 3 (Mobile Emergency Community Broadcast Alert).
2. According to whether the device operating system can be updated, the certificate management rules are divided as follows: ① System can be updated: can be upgraded to meet new regulations, the only certificate can be maintained and extended, and must be subject to subsequent compliance inspections; ② The system cannot be updated: does not meet the new regulations, exits supervision, the original certificate is still valid, but cannot be extended or changed.
3. The certificate holder must report to the certification body whether the product operating system supports updates.
4. Technical Revision (Emergency Community Broadcast Alert) Detailed Explanation
1. Reclassify the classification of alarm messages. The regulations classify cellular broadcast emergency alerts into six categories: highest level earthquake alerts, highest level other disaster alerts, preventive civil defense information, Amber missing children alerts, testing exercise alerts, and informational information. Covering disaster scenarios such as earthquakes, hurricanes, floods, volcanoes, heavy rainfall, extreme high temperatures, and extreme cold waves.
2. Mandatory locking of high-risk alerts, users cannot turn off the highest level earthquake alerts, highest level other disaster alerts, and preventive civil defense information. End users do not have the authority to turn off or disable such alerts; Test alerts, Amber alerts, and information are not within the mandatory locking range.
3. Mandatory alarm sound effects and vibration hardware behavior: ① The highest level earthquake alarm and the highest level other disaster alarm must play regulatory specific prompt sounds at the maximum volume of the device, matched with specified vibration rhythms, and not limited by the silent or do not disturb mode of the phone; ② Preventive civil defense information: Allow the use of regular notification tones on devices.
4. New constraint for terminal message processing: ① The device needs to have a duplicate alarm detection and filtering function to automatically eliminate duplicate push of the same emergency alarm; ② For high-risk emergency alerts, users are prohibited from forwarding, replying, or copying (clipboard, screenshot, screen recording copy) the content of the alert message.
5. Update the testing method and report format for the entire emergency broadcast function laboratory testing and judgment method, and synchronously modify the compliance assessment test report template format. The laboratory must issue test reports according to the new version of the method.
Business impact:
New machine: To apply for a certificate after October 27, 2026, the operating system must implement all the above logic;
Selling old models: The system can be upgraded, and the above functions can be supplemented through OS updates. The certificate can be renewed; If the system cannot be upgraded, the certificate remains valid but cannot be extended or changed.
The certificate holder has the obligation to declare to the certification body whether the operating system of the aircraft model has the ability to upgrade.
