On December 2, 2025, the European Commission issued Implementation Decision C(2025) 8040, submitting a standardization request to the European Standardization Organizations regarding energy labeling and eco-design requirements for lighting products, to support the implementation of the delegated regulation (EU) 2019/2015 and the regulation (EU) 2019/2020.

This resolution aims to establish a unified, accurate, and reproducible measurement and calculation method for evaluating the performance characteristics of lighting products. By developing new standards and revising existing ones, the EU seeks to ensure consistent market supervision and guide industry technological innovation. All new and revised standards must reflect the industry-recognized current technical state and establish testing procedures to minimize the likelihood of circumventing regulatory risks through specific test conditions.

According to the provisions of Annex 1 of the document, the European Standardization Organization must complete the formulation and adoption of several key standards by December 2, 2028

In the development of new standards, the focus is on the measurement of temporal light modulation (TLM) characteristics of light sources. The standard will cover measurement technical solutions for flicker (PstLM) and stroboscopic effect (SVM) of mainstream LED light sources under full load, and plans to introduce TLM measurements for separate control devices and dimming processes.

In terms of revising existing standards, the scope is extensive, including the power of the light source's opening mode (Pon), displacement coefficient (cos), useful luminous flux (Φ use), color rendering index (CRI), color temperature (CCT), and color consistency (MacAdam ellipse).

It is worth noting that the directive specifically requires the development of specialized measurement standards for the R9 color rendering index of LED light sources, and clarifies the revision direction for the external dimensions of light sources and electrical interface standards.

The directive explicitly requires that coordinated standards must support specific legal requirements and not exceed the scope of the authorized regulations (EU) 2019/2015 and (EU) 2019/2020. The standard structure should clearly distinguish between clauses necessary for compliance and non essential clauses. In addition, the standard should not include provisions regarding qualification assessment procedures or obligations of market regulatory agencies.

For split control devices (SCG), targeted standardization requirements are also proposed in the instructions, including measurement methods for their efficiency, output power, no-load power, standby power, and networked standby power.
