The EU PPWR New Regulations Take Effect! How Should Cross-Border Sellers Respond to the Mandatory Compliance Storm?

On August 12, 2024, the EU Packaging and Packaging Waste Regulation (PPWR) officially replaced the 30-year-old 94/62/EC directive, reshaping the EU market rules across the entire chain from packaging design and recycling rates to eco-labeling. Starting August 12, 2026, all imported goods packaging that fails to meet PPWR standards will face three penalties: customs detention, forced removal from shelves, and fines of up to 200,000 euros per item!
Core Interpretation of PPWR Disruptive Reform
PPWR is not only the EU's strict packaging law, but also a strategic weapon for building a circular economy. Its core goal targets three major pain points:
1. Packaging reduction
Mandatory 5% reduction in total packaging volume within the European Union by 2030 (reaching 15% by 2040)
The volume porosity of e-commerce packaging shall not exceed 50% (currently generally exceeding 70%)
2. Hard indicator of reuse rate
By 2030, the proportion of reusable packaging in takeaway beverage containers will be ≥ 20%
Complete elimination of disposable packaging in supermarket retail channels by 2040

Establish a unified packaging and recycling certification system in the European Union
Who will face compliance tests?
All companies selling packaged goods to the EU are defined as "producers", including:
Manufacturers, brands, importers within the European Union
Chinese cross-border sellers (whether shipping through Amazon, self built websites, or overseas warehouses)
Key Warning: Amazon has initiated mandatory EPR verification for 9 countries including Germany and France. Links will be immediately blocked if the packaging law registration number is not uploaded!
Four Step PPWR Compliance Guide for Clearance
▶ Step 1: Identity Definition and Data Audit
Confirm whether to launch packaging (including secondary packaging) into the EU market for the first time
Statistics of annual packaging deployment by material type (paper/plastic/glass/metal)
Synchronize verification of EPR compliance status related to battery laws, WEEE, etc
▶ Step 2: EPR Dual Track Registration
Self declaration: through official systems such as LUCID (Germany) and SYDEREP (France)

Non EU companies must designate a legal representative in the selling country, otherwise it will be considered illegal
2. Life and death line of recycling rate
2030: Packaging with a recyclability rate of less than 70% will be prohibited from entering the market
