On December 26, 2025, the Cabinet of Ministers approved the labeling procedure for alcoholic beverages, tobacco products, and liquid electronic cigarettes in accordance with Article 226 of the Ukrainian Tax Code, as well as the decision to invalidate several Cabinet resolutions. The labeling rules for alcoholic beverages, tobacco products, and liquids used in electronic cigarettes have been clarified, with the following key points:

Label Range

1. Alcoholic beverages

2. Tobacco products

3. Electronic cigarette liquid

Label Subject

Operators are required to label their products on packaging during production in Ukraine, before importation into customs territory, or before free circulation under the customs warehouse system.

label elements

Unit packaging must be labeled with graphic elements of electronic consumption tax labels, as well as readable elements of the first 12 characters of the unique identifier.

Tobacco products with specific codes must have labels applied directly during production without overlapping information.

The labels of other products must ensure that they are non replaceable, reusable, and the information does not overlap.

Technical Requirements

Graphics and characters must comply with the symbol requirements in DSTU ISO/IEC 16022 standard.

The printing quality level must comply with Level 2 of the Data Matrix ISO/IEC15415 printing quality rating standard, or Level B of the Data Matrix ISO/IEC29158 printing quality assessment standard.

additional requirements

Indicate the scanning method to inform non operating entities over 18 years old that they can obtain public information from the circulation system through scanning.

The identifier for tobacco products produced by the EU must be identifiable in the relevant electronic circulation system in Ukraine.
