A Quick Look at the Regulatory Process of Electronic Cigarettes in Indonesia

In 2014, the regulation of electronic cigarettes was relaxed, and the electronic cigarette industry developed rapidly.

In 2018, Indonesia officially implemented the electronic cigarette consumption tax, which granted legal status to electronic cigarette products under national law and marked the beginning of Indonesia's "National Electronic Cigarette Project".

In 2019, electronic cigarettes were included in the Government Regulation No. 109 of 2012 (PP NO.109/2012), which pertains to material control of addictive substances.

In 2023, the electronic cigarette industry will be regulated by the Health Law No. 17 of 2023, which requires electronic cigarette products to display health warnings in text and graphic form.

The implementation details of the Health Law No. 17 of 2023 and the relevant regulations for the electronic cigarette industry have been further clarified in the Government Regulation No. 28 of 2024.

According to the BPOM Regulations No. 18 and No. 19 of 2025 and the Coordinating Ministerial Regulation No. 2 of 2025, electronic cigarette products are now regulated by the Indonesian Food and Drug Administration (BPOM).
