This article extracts the national regulations on electronic cigarettes in Czech Republic, a member state of the European Union -37/2017 Coll.
Latest update: The taste ban and ingredient ban on Czech e-cigarettes are scheduled to be passed in September 2025 and are currently in the draft stage.
1、 Product specification limitations
1. The manufacturing of electronic cigarette liquid can only use high-purity ingredients. Only in the manufacturing process of cigarette liquid, where such trace amounts are technically inevitable, can trace amounts be contained in the cigarette cartridge.
2. Electronic cigarette liquids can only contain heated or unheated substances and nicotine that do not pose a risk to human health.
3. Electronic cigarette liquids must not contain
a) Vitamins or other additives that give the impression that tobacco liquid is beneficial to health or reduces health risks;
b) Caffeine, taurine, or other additives and stimulants related to energy and vitality;
c) Additives whose characteristics cause discoloration of emissions;
d) Additives in their unburned form that are carcinogenic, mutagenic, or toxic for reproduction;
e) Cannabidiol.
4. Electronic cigarette liquids containing nicotine can contain up to 20 mg/mL.
5. The volume of the electronic cigarette refill container shall not exceed 10mL.
6. The volume of disposable electronic cigarettes or disposable cartridges shall not exceed 2mL.
7. The volume of refillable cartridges used to supplement nicotine containing refills shall not exceed 2mL.
Nicotine salt: If nicotine salt is present in the final product, the amount converted to nicotine must comply with the aforementioned regulations. Nicotine salts must not only be listed in the composition on the product packaging, but also in the EU-CEG.

Volume tolerance is not allowed: for example, if the volume of the supplementary container is 15mL and the volume of the smoke liquid is 10mL, they cannot be put on the market.
2、 Product hardware requirements
1. Electronic cigarettes containing nicotine must release nicotine evenly under any conditions.
2. Electronic cigarettes and their supplementary containers must be protected from damage and liquid leakage; The mechanism of refillable electronic cigarettes to ensure refilling without leaking liquid.
3. The supplementary container used for refilling nicotine containing electronic cigarettes must include instructions for the refilling process.
3、 Packaging restrictions
1. Labels for electronic cigarettes and refilling containers
a) Printing must be clear and visible, and must not be covered or interrupted when placed on the market;
b) The components contained in the smoke must be listed in descending order of weight.
Ingredients with a content below 0.1%, if they are confidential information or trade secrets, do not need to be listed on the product packaging unless they are allergens or allergenic substances.
c) The health warning on each unit packaging and any nicotine containing electronic cigarettes and nicotine refill containers is as follows: "This product contains nicotine, a highly addictive substance. Non smokers are not recommended to use it
2. Health warnings for electronic cigarettes and refilling containers
a) Parallel to the main text, printed in black Helvetica bold on a white background; Placed in the center;
b) Parallel to the side edges of the unit packaging or outer packaging on the rectangular unit packaging and any outer packaging;
c) Covering 30% of the surface area of the unit packaging and any outer packaging with health warnings printed on it;
d) Display on the two largest areas of the outer packaging of the package, keeping them uncovered.
When one sip contains a certain amount of nicotine, it is considered a 'nicotine dose'. The nicotine content obtained by taking a puff should be indicated on the packaging.
4、 Notification obligation
1. The notice should be submitted electronically with the label and type of electronic cigarette or supplementary container. The notice includes:
a) A list of all components and emissions contained in the tobacco liquid, by brand, type, and quantity;
b) Toxicological data on ingredients and emissions, as well as any addictive effects they may have;
c) Information on the nicotine content of electronic cigarettes and e-liquids when not in use or available for use;
d) Description of the components of electronic cigarettes and e-liquids, including the opening and filling mechanisms of the product;
e) Description of the manufacturing process, including information on whether the manufacturing process involves mass production;
f) Declaration of joint and several liability of the manufacturer or importer for the quality and safety of the product, as well as declaration of market release and use.
2. The notice should be submitted no later than 6 months before the product to be launched on the market.
