Latest Trends in Global Communication Policies

The rapid development of communication technology is driving continuous reform of regulatory policies in various countries, and assisting in the iterative upgrading of digital infrastructure. This article takes you on a quick overview of the latest international certification trends.

01

Kuwait CITRA

On June 29, 2025, the Communications and Information Technology Regulatory Authority (CITRA) announced the launch of advanced 5G technology in Kuwait, marking a crucial step towards upgrading the country's digital infrastructure and preparing for future 6G deployment.

Sheikh Athbi Jaber Al Sabah, acting chairman of CITRA, stated in an interview with KUNA that this new technology can provide speeds of up to 3 Gbps and low latency, representing a significant advancement in the telecommunications industry.

Indonesia DJID

On July 15, 2025, the Indonesian Digital Infrastructure Services Agency (DJID) issued Notice No. 03/2025, introducing a mandatory new format for the Declaration of Conformity (DoC) required in the telecommunications equipment certification process.

Starting from August 1, 2025, all applicants must submit a statement printed on their company's official letterhead stating that their equipment complies with applicable technical standards. The declaration must be signed by the responsible company representative to confirm the accuracy and completeness of the submitted information and documents.

This format change aims to improve efficiency and accelerate the certification evaluation process. Therefore, all certification applications submitted starting from August 1, 2025 must use the new format of conformity declaration.

Meanwhile, applications submitted after August 31, 2025 without using the new format will be rejected.

03

ANATEL Brazil

On August 1, 2025, the Brazilian National Telecommunications Administration (ANATEL) issued Resolution No. 780, which provided important clarification on the certification process for telecommunications products in Brazil.

This resolution is a supplement to ANATEL's main certification regulation Resolution 715. The resolution clarifies topics such as market obligations and responsibilities, general rules for the use of ANATEL labels, and the use of the Consumer Protection Law.

The resolution also confirms that data centers that are part of the telecommunications network must obtain approval from ANATEL.

04

Eswatini ESCCOM

The Communication Commission of Eswatini (ESCCOM) issued Circular 5/2025, outlining the final road map to disable 2G and 3G mobile networks nationwide by 2030, as part of a broader drive to modernize the country's telecommunications infrastructure. According to the notice, from November 30, 2025, the import and type certification of mobile devices that only support 2G or 3G connections will be officially prohibited. This decision aims to prevent outdated technology from entering the market and ensure that all new devices comply with modern network functionality.

The network shutdown will follow a two-stage process:

 By December 31, 2028, all 2G networks in Eswatini will be closed.

By December 31, 2030, the country will also complete the closure of all 3G networks.
