Recently, on April 2, 2025, the FCC released new information regarding the temporary simplified guidelines for RF exposure testing of portable devices under 47 CFR Part 2.1093. The new guidelines serve as a temporary replacement for certain content in KDB 447498, 616217, and 648474, which address the 0mm (contact) human exposure testing requirements for portable devices such as smartphones, tablets, and laptops, as well as rectangular devices of similar shapes.

The main changes in the new testing guidelines are as follows:

1) Change of body testing distance: The body exposure testing distance for all devices (mobile phones, tablets, laptops, etc.) shall not exceed 5mm, unless the device is equipped with FCC approved fixing devices (such as brackets, fixing structures); Note that the testing distance for Hotspot mode remains at 10mm.

2) Fixed devices (such as brackets, fixed structures) require FCC approval, in which case the minimum test separation distance can be increased by brackets or fixed structures, but not exceeding 25mm (consistent with existing guidelines since KDB 447498v06). This new guideline ensures consistency across various devices and follows technological developments while providing minimal deviation from existing testing procedures.

3) In KDB 616217 D04, it is mentioned that when the device earpiece supports voice mode, regardless of the overall size (whether the overall diagonal distance is greater than 20cm), mobile phones and tablets must be tested according to requirements.

4) In KDB 616217 D04, it is mentioned that for foldable phones, the earpiece may be located on the other side of the screen, which also requires testing.

matters needing attention:

The instruction manual needs to provide a FCC statement that the fixed device (such as bracket, fixed structure) has undergone compliance testing, and provide a test separation distance to prove compliance. This may require conducting a KDB Inquiry to inquire about FCC procedures.

Compliance advice:

Check whether wireless communication devices have been tested in SAR testing according to the latest specifications with a distance not exceeding 5mm, and update the user manual for distance information and certification materials in advance.
