The European Commission released energy efficiency drafts for external power sources, wireless chargers, wireless charging boards, portable universal battery chargers, and USB type-C cables on November 18, 2024.

The draft regulation of the European Commission, based on Directive 2009/125/EC of the European Parliament and the Council, establishes ecological design requirements for external power sources, wireless chargers, wireless charging boards, universal portable battery chargers, and USB Type-C cables, and replaces Commission Regulation EU 2019/1782.

1. Expand scope - According to Regulation (EU) 2023/1542, wireless chargers and battery chargers for portable batteries.

2. Introduce standby power consumption limitations for wireless chargers and charging pads.

3. Includes USB Type-C cable to limit energy loss and inform consumers of the maximum supported power.

4. Cancel the restrictions on the definition of EPS with output power below 250 W and EPS supplying limited product lists (Annex I of Regulation No. 2019/1782).

5. Require USB Type-C chargers to have the EU "universal charger" logo on them to inform consumers of their interoperability.

6. Require the USB Type-C charger to run with a detachable cable and mark the supported power sources on each port.

7. Introduce a general requirement that EPS must be a USB Type-C charger to power a range of products not covered by the Radio Equipment Directive, thereby maximizing interoperability. Interoperability EPS requirements for at least one Type C interface.

8. Exclude certain EPS from interoperability requirements. (including EPS used under humid conditions, toys, high-level electrostatic discharge, most power tools, audio equipment, peak power requirements, etc.).

9. The minimum threshold for improving energy efficiency.

10. Introduce a threshold for the lowest efficiency under 10% load.

11. Introduce requirements for output power performance.

12. Clarify the testing conditions (especially the adaptive power supply), and explain the relevant testing methods during the transition phase; Some products accept DOE's final rules testing requirements.

13. Require testing of USB Type-C and USB PD power supplies without cables, and introduce unique cable correction factors to ensure a fair competitive environment for interoperable EPS.

14. Interoperable EPS should be labeled with the following "Universal Charger" symbol on its nameplate or casing, packaging, and instructions:

Regarding interoperability, EPS should meet the following requirements:

Interoperable EPS should meet all of the following requirements:

(1) At least one USB Type-C port should be equipped;

(2) The operation of USB Type-C ports should be independent of any power output, unless they are shared capacity USB Type-C interfaces;

(3) The USB Type-C or USB-PD standard USB Type-C power output should provide the maximum nameplate output power of a single power output;

(4) If it adopts overcurrent or over temperature protection, after determining that the cause of the fault no longer exists, it should attempt to restore the default operation;

(5) There should be no hard wired output cables.

16. The following devices should be powered by interoperable EPS, unless the plug inserted into the main power outlet is an integral part of the device body:

(1) Universal portable battery charger with an input power not exceeding 100W;

(2) Wireless chargers and wireless charging pads are not intended to be used with devices within the range of point 3 (c).

17. Cables with USB Type-C plugs on both ends shall be USB Type-C cables as defined in this regulation, meeting the corresponding EN 62680 standard.
