On June 25, 2024, the Department of Innovation, Science and Economic Development (ISED) of Canada issued a notice updating the standard RSS-210 Issue 11 License Exempt Radio Devices: Category I Equipment for Class 1 unlicensed radio frequency devices. The standard will be enforced six months later and will replace the standard RSS-210 Issue 10 released in December 2019; Starting from December 25, 2024, reports used for ISED certification applications must meet the requirements of RSS-210 Issue 11.

The main changes of the new standard RSS-210 lssue 11 are as follows:

1. Chapter additions and adjustments:

1.1 Add chapters 6.1, 6.2, and 6.3, covering general requirements and references.

1.2 Add Chapter 7 to clarify that the testing method should refer to the ANSI C63.10 standard, unless otherwise specified in the standard.

2. Appendix revision:

2.1 Appendix A: Detailed explanations of remote control devices for temporary operations have been provided, and some chapters have been edited.

2.2 Appendix B: Clarified the operating range of frequency band 43.710-50.000MHz.

2.3 Appendix C: Clarified the unintentional emission limit requirements for the frequency band 216-217MHz.

2.4 Appendix E: Clarifies that the testing method should be based on ANSI C63.26 and clarifies the unintentional emission limit requirements for GMRS-M.

2.5 Appendix F: Clarifies the requirements for harmonic emission.

2.6 Appendix G: Added technical specification requirements for multi-channel wireless audio devices using broadband digital transmission technology (such as wireless microphones, in ear monitoring systems, etc.), and clarified the modulation settings using the standard ETSI EN 300 422-1.

2.7 Appendices J and K provide detailed descriptions and modifications of equipment operating in the 57-71GHz frequency band, including equipment requirements, power limitations, etc.

3. Clear testing methods:

3.1 Clarify the testing method standards for short distance wireless communication devices such as FRS and GMRS, and reference the testing standard of ANSI C63.26.

3.2 Removed the exemption statement that devices operating in the 24-24.25GHz frequency band and meeting the RSS-310 standard do not need to retest RSS-210. Such devices now need to meet the requirements of RSS-210.

4. New and revised technical requirements:

4.1 Added technical requirements for multi-channel audio transmission equipment using broadband digital transmission technology.

4.2 A detailed description of the application environment and technical requirements for DFS radar equipment has been provided, including equipment requirements for operating in 59.3-71.0GHz.
