In recent years, due to the innovation and rapid development of ICT technology, various types of charging interfaces and solutions have emerged in the market for electronic devices. However, due to the inconsistent and incompatible specifications of charging interfaces, a large amount of electronic waste has been generated, resulting in the waste of electronic resources and great inconvenience to consumers.

In order to promote the green and digital transformation of the European Union, enhance consumer convenience, and establish a universal charging solution, the EU officially released the revised Directive (EU) 2022/2380 on General Chargers in the official gazette on December 7, 2022, to supplement the specific implementation requirements for universal charging interfaces in section 3.3 (a) of the RED Directive 2014/53/EU.

The revised directive mainly covers the following content:

All relevant equipment must be equipped with a USB Type-C charging interface that complies with the EN IEC62680-1-3:2022 standard, and can be charged using charging cables that comply with the same standard.

Devices that support fast charging (greater than 5V or 3A or 15 watts) should support the USB PD fast charging protocol in accordance with EN IEC62680-1:2:2022.

Consumers can choose to purchase devices without bundled chargers, and manufacturers need to provide information related to device charging performance to consumers.
The revised directive covers 13 types of wireless devices, including smartphones, tablets, digital cameras, headphones, handheld game consoles, portable speakers, e-readers, keyboards, mice, portable navigation systems, and laptops.

The mandatory implementation dates for various products are:

The mandatory implementation date for 12 types of products, except for laptops, is December 28, 2024.

The laptop is scheduled for April 28, 2026.

In order to help all parties better understand these regulations and maintain consistency and coherence in the subsequent implementation process, on May 7, 2024, the European Union officially issued Notice C/2024/2997 as the official guidance document for the General Charger Directive, which answered various questions from industry parties regarding the implementation of the directive in the form of Q&A,

Some key content excerpts are as follows:

Question 1

Is the RED universal charger directive only applicable to rechargeable devices?

yes. The Universal Charger Directive applies to the 13 types of radio equipment listed in Directive (a); (b) Equipped with detachable or embedded rechargeable batteries; (c) Charging can be done through wired charging.

Question 2

Can Type-C with 6 pins be used for charging?

No, only USB C sockets (12,16 and 24pin) specified in EN IEC 62680-1-3 can be used.

Question 3

If a radio device contains an internal power supply, is it applicable to the RED universal charger command?

Not applicable. Radio equipment that includes an internal power source and can be directly powered by AC power is not included in the scope of the RED Universal Charger Directive.

Question 4

Is it allowed to use other types of charging sockets besides USB-C sockets?

Other types of charging sockets are allowed as long as the radio equipment described in the instruction is also equipped with the specified USB-C socket.

Question 5

Is it allowed to use dedicated charging protocols other than USB-PD?

Yes, wireless devices larger than 5V, 3A or 15W need to support the USB PD protocol. In addition to the USB PD protocol, it is allowed to continue using other fast charging protocols as long as they do not affect the normal operation of the USB PD protocol.
