In January of this year (2024), the UK government announced that disposable e-cigarettes would be banned to protect children (please refer to the January tweet from Lixun). Subsequently, the Scottish and Welsh governments also confirmed their intention to introduce legislation on a ban on disposable e-cigarettes. Specifically, on February 23, the Scottish government released a draft of the Environmental Protection (Disposable Electronic Cigarettes) (Scotland) Ordinance 2024

(Draft website:

On March 11th, the English government released a draft of the Environmental Protection (Disposable Electronic Cigarettes) (England) Ordinance 2024

(Draft website:

The two drafts are both scheduled to take effect on April 1, 2025, and the main content is basically the same (the English draft has added sections on Supplementary and Civil Penalties).

Reason for prohibition

Disposable electronic cigarettes have a short lifespan (with the problem of wasting precious resources), and their waste poses challenges to environmental protection (with the problem of polluting soil and water sources). The price is also relatively low and easy to obtain (there is a problem of enticing teenagers to smoke).

Prohibition details

1. Definition of a single use vape: It is not designed or intended to be reused and has one of the following characteristics:

a. Not rechargeable

b. Not rechargeable

c. Neither rechargeable nor rechargeable

Based on ① a, c, refillable refers to:

a. Contains disposable cigarette bombs/containers that can be replaced, or

b. Smoke bombs/containers can be filled

3. Based on ① b, c, not rechargeable refers to:

a. The battery is not rechargeable, or

b. During normal use, it is not allowed for (non professional) individual users to replace the atomization core, including disposable cigarette bombs or atomization cores that cannot be separated or replaced in the cigarette rod.

In other words, future banned e-cigarettes refer to those that do not have a "repetitive" function, and the market should develop towards "reusable" use - including ① at least reusable cigarette stems (rechargeable batteries, paired with disposable built-in or replaceable cartridges), or ② reusable cigarette stems and cartridges (rechargeable and refillable).

Note: The UK uses both disposable and single use expressions when describing disposable e-cigarettes. After consulting their definitions, the author believes that the two should be treated equally when describing e-cigarette Vapes. That is, Disposable Vape=Single use Vape. The TPD only uses the expression "single use cartridges" for disposable cigarettes, and should be distinguished from "single use vapes" or "disposable vapes".
