News | New regulations for button/coin batteries in the United States have begun to be enforced

The Consumer Product Safety Commission (CPSC) of the United States, in accordance with the requirements of the Reese Act, has established ANSI/UL 4200A-2023 as a mandatory consumer safety rule for consumer goods containing button batteries or button batteries, in order to eliminate or reduce the risk of injury to children aged six and under due to ingestion of button/coin batteries, and has included it in 16 CFR 1263 to regulate the safety of such products.

This regulation has been enforced since March 19, 2024, and applies to consumer goods containing button or coin batteries, as well as toy products exempted for use by children under 14 years old (toy products must comply with the requirements of 16 CFR 1250 and zinc air batteries).

ANSI/UL 4200A-2023 systematically requires products containing button batteries from various aspects such as structure, testing, warning labels (product body and packaging), and instructions.


Product structure:


For terminal products with "batteries that allow users to move or replace", the structure needs to meet the following requirements:

a. The 11th test probe of IEC 61032 must not come into contact with the battery. The shell that can be opened without the use of tools, or the shell that can be opened with less than two independent and continuous actions by hand, should be opened during the inspection process for evaluation.

b. The product needs to be designed to prevent children from moving the battery:

Tools such as screwdrivers and coins are required to open the battery compartment, with a minimum rotation angle of at least 0.5Nm and 90 degrees to open the battery compartment, or fasteners should engage at least two complete threads; Alternatively, when using the hand, at least two independent and simultaneous actions are required to open the lid or door of the battery compartment.

c. If the cover or door of the battery compartment is fixed by screws or similar fasteners, the fasteners must be limited to the cover or door, such as not loosening the screws.

When the product comes with a battery that does not allow users to move or replace, it needs to be effectively prevented from being removed by users or children. The product should be designed to:

a. Prevent the battery from being in contact through the casing or similar means;

b. Alternatively, the battery can be fully secured by welding, riveting, or similar means.


Testing requirements:


Structural requirements;

Pre processing requirements;

Abuse testing (drop testing, impact testing, compression testing, torque testing, tensile testing, stress testing, compliance testing);

Security testing;

Product and packaging labeling requirements;

Manual requirements.
