On September 1, 2023, the European Chemicals Agency (ECHA) invited the public to comment on 6 of the 14 Intentions of Substances of High Concern (SVHCs), which became Identification Substances. The deadline for evaluation is 23:59 Helsinki Time (EET) on October 16, 2023. During this period, all stakeholders can submit their comments on these substances to ECHA.

Among the six reviewed substances, dibutyl phthalate (DBP) has been reviewed for its endocrine disrupting properties and their environmental hazards. In fact, it was added to the SVHC official list on October 28, 2008 due to its reproductive toxicity for reproduction and endocrine disrupting properties, which pose a threat to human health. This review is aimed at expanding its scope of harm.

Note:

① PBT substances refer to chemical substances with persistence, bioaccumulation, and toxicity.

② VPvB substances refer to chemical substances with extremely high persistence and bioaccumulative properties.

③ The persistence and bioaccumulation of these substances are reflected in their difficulty in decomposition, whether in the environment or in the biological chain, allowing them to be transported over ultra long distances. Addressing the hazards of these substances requires global cooperation.

Basic process for determining SVHC substances:

SVHCs is the abbreviation for Substances of very high concern, which refers to substances that may have serious and often irreversible effects on human health and the environment. If a substance is identified as SVHC, it will be added to the Candidate List and may eventually be included in the ANNEX XIV to REACH list.

LCS Recommendations (Tips):

ECHA aims to protect human health and the environment, and is committed to the safe use of chemicals, encouraging the industry to develop safer alternatives. ECHA also shoulders the mission of enhancing the competitiveness of European chemicals, urging relevant enterprises to comply with regulatory requirements and fulfill regulatory obligations through various policies and penalties.

The REACH regulation stipulates that when the SVHC content in goods supplied on the EU market exceeds 0.1% by weight (w/w), information must be transmitted within the supply chain; When the SVHC content in an item exceeds 0.1% by weight (w/w) and the annual export volume exceeds 1 ton, it must be reported to ECHA.

According to the Waste Framework Directive (WFD), starting from January 5, 2021, companies that supply items containing substances of high concern on the candidate list and greater than 0.1% by weight (w/w) in the EU market must submit information about these items to the SCIP (Substances of Concern In articles as such or in complex objects (Products)) database (database) to ECHA, Submit the SCIP notification. Please note that SCIP does not require an annual export volume greater than 1 ton.

The SVHC list is generally updated twice a year - once at the beginning of the year and once in the middle of the year. The SVHC list contains an increasing number of substances - currently there are 235 official substances. Currently, enterprises are facing increasing and stricter control measures. It is recommended that companies planning to export their products to Europe conduct supply chain inspections and supervision to reduce their own risks and improve their competitiveness in the market.
