EU Digital Product Passport (DPP) Central Registry Formally Launched and Analysis of Its Impact on the Lighting Industry

The European Commission officially launched the Digital Product Passport Registry on July 20, 2026. This system is based on the EU's Sustainable Product Eco Design Regulation (ESPR, Regulation (EU) 2024/1781) and aims to manage the identity and compliance metadata of all regulated products entering the EU market through a unified digital platform.
The launch of the central registry marks a crucial step for the European Union in building a circular economy and regulating digital markets. The system will fully support EU key regulatory categories including energy related products (including LED lamps and lighting equipment), textiles, furniture, ICT products, as well as batteries, building materials, etc.

The core impact and requirements of the new regulations on lighting products:
Clearly included in the jurisdiction of ESPR: Lighting products belong to typical Energy related products, and the EU is developing specific delegated acts to fully replace the original Ecodesign directive.
Mandatory digital identification and centralized filing: In the future, every lighting product sold to the European Union must generate a unique Product Identifier and attach QR codes or other data carriers to the product or packaging, while completing data filing in the central registry.
Full lifecycle data transparency: DPP requires disclosure of product BOM structure, disassembly and maintenance guidelines, recycled material ratios, carbon footprint (LCA), and REACH/RoHS hazardous substance compliance information.
Customs and regulatory automation linkage: EU customs will conduct automated scanning and spot checks on imported lighting products through the API interface of the central registry. Products without valid DPP or incomplete centralized registration will face the risk of prohibition and seizure.

(Actionable Recommendations):
1. Establish a BOM and supply chain traceability system: organize the composition of product components, list of vulnerable parts, and disassembly instructions.
2. Accessing APIs and testing environments: Pay attention to the official DPP testing platform (Playground) of the European Union and evaluate your own ERP and registry integration plan.
3. Layout QR code (Data Carrier) coding capability: Ensure that lighting fixtures and packaging have the ability to print dynamic QR codes that comply with ISO/IEC standards.
