The recent World Trade Organization (WTO) Technical Barriers to Trade (TBT) notifications show that two core countries in Latin America - Ecuador and Colombia - have successively issued major technical regulation revision notifications for public lighting and general lighting products. The compliance threshold and testing requirements for local and imported lighting products entering the regional market have been adjusted.
1、 Ecuador: Second Revision Draft of Public Lighting Technical Regulation PRTE INEN 069 (2R)
The Ministry of Production, Foreign Trade, Investment and Fisheries of Ecuador has officially announced the draft technical regulation PRTE INEN 069 (2R). This regulation covers public lighting equipment and its core components listed in Ecuador (whether locally produced or imported):
The scope of application includes:
High voltage sodium lamps and components (ballasts, triggers, capacitors, light controlled switches and bases, relays, etc.);
LED public lighting fixtures, floodlights, and their components (LED drivers, surge protectors (SPD), LED modules, short-circuit caps, light controlled switches, and bases, etc.).
Clear exemption clause (not applicable):
1) Integrated solar powered lighting fixtures and their components for public lighting;
2) A floodlight that meets all of the following conditions simultaneously: rated power<200W, protection level IP<66, impact protection level IK<09, and color rendering index CRI<80.

2、 Colombia: Amendment to Resolution 40286 of RETILAP Lighting Technical Regulations
The Colombian Ministry of Mines and Energy has issued Resolution No. 40286 on June 23, 2026, which systematically updates the Colombian National Technical Regulations for Lighting and Street Lights (RETILAP)
Structure and syntax optimization: comprehensively optimize the four core books of RETILAP regulations, correct grammar and expression errors, unify baseline technical terminology, and further clarify the exemption scope and simplified compliance indicators for specific products.
Enforcement timeline and transition period: It is stipulated that standard product and installation inspections based on original parameters will cease from January 1, 2026; At the same time, a precise regulatory grace period has been established for the qualification examination of professional inspectors, which will continue until 2027.

3、 Overview of updated lighting regulations in key markets in South America
Suggestions for South American Compliance Response of Chinese Lighting Export Enterprises
1. Accurately verify the exemption limits of Ecuador: check the power, IP/IK level, and CRI of the floodlights exported to Ecuador, determine whether they meet the exemption conditions, and avoid invalid certification inputs; Prepare compliance certificates in advance for key components such as LED drivers and SPDs.
2. Keep up with the implementation milestones of RETILAP in Colombia: Pay attention to the implementation of new parameters and the connection with grace periods, timely check the update status of product model certificates and institutional qualifications, and ensure customs clearance compliance.
