Recently, the National Radio Research Institute (RRA) of South Korea issued a key announcement on the significant revision of the electromagnetic wave ratio absorption rate (SAR) measurement standards for wireless communication equipment. The core of the new regulations is to introduce a unified national standard KS C 3350 to replace the previously parallel KS C 3370-1 and KS C 3370-2 standards. This change will officially take effect on April 1, 2026, providing sufficient time for relevant enterprises to adapt and prepare.

Main changes and impacts:

Standardization: KS C 3350 will integrate measurement methods for "close to the ear" and "close to the body", aligning with the international standard IEC/IEEE 62209-1528:2020 to enhance global compatibility of testing.

Legal clarification: SAR testing has been further clarified as the specific implementation details of the "Electromagnetic Wave Human Body Protection Standard", and regulatory requirements have become clearer.

Smooth transition: Products that have been certified before the new regulations come into effect will continue to be valid, allowing sufficient preparation time for enterprises.

Industry impact:

SAR testing is a mandatory certification process for wireless devices such as smartphones, tablets, and smart wearables that are close to the human body to enter the Korean market. This standard upgrade means:

Simplified testing process: Enterprises no longer need to differentiate testing standards based on device usage scenarios, and certification efficiency is expected to improve;

Technical requirements are becoming stricter: After the new regulations are aligned with international standards, higher requirements are put forward for the precision of equipment electromagnetic radiation control;

Cost pressure differentiation: Products that have already passed the old standard certification can continue to be sold, but new product development requires investment in testing resources according to the new regulations.

Enterprise Action Guide

Technical benchmarking: Immediately initiate the analysis of differences between new and old standards, with a focus on verifying the correlation parameters between equipment antenna design, power consumption configuration, and SAR values;

Resource adaptation: Priority should be given to selecting laboratories with KS C 3350 qualifications for cooperation, ensuring that test reports comply with the latest RRA requirements;

Time planning: For new products launched after April 2026, at least 3-4 months of testing and certification period should be reserved to avoid delays in launch;

Supply chain collaboration: Transmitting standard update information to component suppliers to control product compliance risks from the source.

The standard reform in South Korea not only responds to the rapid iteration of global wireless technology, but also highlights its determination to strengthen consumer health protection. Export enterprises need to seize the transitional period window, accelerate the completion of technological upgrades and compliance layout, in order to consolidate their competitiveness in the Korean market.
