5G and Wi Fi 7 technical specifications
The Hong Kong Office of Communications Authority (OFCA) issued two major technical specifications on August 30, 2025, establishing a complete compliance framework for fifth generation mobile communication (5G NR) terminal equipment and Wi Fi 7 technology 6GHz frequency band applications. The release of the "HKCA 1085 1st Edition New Air Interface User Equipment Performance Specification" and the "HKCA 1081 2nd Edition 6GHz Wireless Local Area Network Equipment Performance Specification" marks a new stage for Hong Kong in the field of wireless communication technology regulation.

The equipment certification adopts a dual track standard system, and manufacturers can independently choose to follow:
ETSI EN 301 908 series standards: applicable to compatible devices in the European market
3GPP TS 38.521 series standards: Global 5G technology framework
Detailed explanation of technical specifications for high-frequency Wi Fi 7 devices
According to the HKCA 1081 standard, 6GHz wireless LAN devices must meet the following core requirements:
1. Spectrum division: The operating frequency band is limited to 5.945-6.425GHz, of which 5.925-5.945GHz is prohibited as a protected frequency band
2. Equipment classification: Strictly distinguish between indoor and outdoor equipment categories:
Low power indoor type (LPI): maximum output power 24dBm
Very low power type (VLP): outdoor use limit of 14dBm
3. Power Enhancement: Innovative Adjustments Compared to EU Standards:
EIRP upper limit increased to 24dBm (original standard 23dBm)
Power spectral density relaxed to 11dBm/MHz (original standard 10dBm/MHz)
It is worth noting that equipment manufacturers need to comply with the radio frequency parameter requirements of ETSI EN 303 687 standard, especially in maintaining compatibility in technical indicators such as spectrum shielding and dynamic frequency selection (DFS).
The industrial impact assessment shows that the new regulations will drive three major changes:
Firstly, the opening of the 6GHz frequency band has made Hong Kong the first city economy in the Asia Pacific region to fully support Wi Fi 7;
Secondly, the inclusion of millimeter wave frequency bands paves the way for industrial IoT applications;
Finally, the dual standard certification mechanism reduces the compliance costs for multinational corporations.
OFCA reminds that from the second quarter of 2026, devices that have not obtained the new regulation certification will be prohibited from circulating in the Hong Kong market. It is recommended that manufacturers carry out equipment RF parameter optimization and laboratory verification work in advance.
