The latest energy storage equipment certification update in Japan - JC-STAR system, is the world's first full category IoT security certification, jointly launched by the Ministry of Economy, Trade and Industry (METI) and the Information Processing Promotion Agency (IPA) on March 25, 2025. Adopting a fourth-order grading mode for device safety performance evaluation, super practical!

JC-STAR is a voluntary certification, but it has a huge impact on energy storage devices. The Japanese government provides up to 66% subsidy for households/merchants to install energy storage systems, and obtaining certification is a prerequisite! Don't miss out, energy storage manufacturers act quickly!

🚨  Important reminder!
Although the 2025 national subsidy public offering has ended, a new round of subsidies is being launched! Many subsidy programs of local autonomous bodies are still in effect, which usually require equipment to meet JC-STAR STAR-1 (★ 1) level safety standards!

 

✨  JC-STAR certification level and energy storage equipment
Currently, STAR-1 level applications are open, and higher levels will be implemented gradually after January 2026. For energy storage devices, applying for STAR-1 is sufficient to meet the subsidy requirements!

1 JC-STAR STAR-1 Certification Process Explanation:

Self compliance assessment: Refer to 16 security requirements and fill out a compliance checklist (including identity recognition, security updates, data encryption, BMS security mechanisms, etc.).

Material preparation: application form, confirmation letter, qualification certificate, and "supplementary application form" for energy storage products.

Submission for review: Email sent to IPA for joint review with METI. Additional materials may be required.

Payment of fees and issuance of labels: After approval, payment of 198000 yen (approximately 9500 RMB) within 60 days will be required to obtain STAR-1 compliant labels with a validity period of 2 years.

2. Precautions for energy storage equipment certification:

Language! The application materials should generally be in Japanese, with English as a secondary language. Non Japanese/English translations require authentication.

Technical documentation! Complete and detailed, especially emphasizing the safety mechanism of the Battery Management System (BMS).

Patience! Due to language and review progress, the certification cycle may be longer. Please plan ahead!

🔄  Continuous compliance obligations:
JC-STAR certification is not a one-time process and requires the establishment of a continuous security monitoring mechanism (regular vulnerability scanning, timely patch updates, and maintenance of security incident response processes).
