The change in the name of a document is a profound transformation of the global chemical safety management system.

What is the difference between SDS and MSDS that the customer wants this time? ”Manager Zhang, who is engaged in exporting chemical products, has recently encountered new requirements. With the promotion of the Globally Harmonized System of Classification and Labelling of Chemicals (GHS), more and more companies are beginning to embrace the new concept of SDS.

SDS stands for Safety Data Sheet, while MSDS stands for Material Safety Data Sheet. In fact, these two types of documents refer to the same chemical safety instruction document, with different interpretations in different regions around the world.

In the past, the term MSDS was commonly used in markets dominated by the United States, but now with the widespread adoption of the GHS system worldwide, chemical safety instruction documents are gradually being unified into SDS reports.

01 Terminology Analysis

SDS and MSDS are essentially two different names for the same document, both of which are standardized documents that provide safety information for chemical users.

SDS is a safety data sheet specified in Appendix II of the EU REACH regulation (Directive EC 1907/2006), which was modified in May 2010 through Directive 453/2010. The REACH regulation requires that if a substance has been registered, a registration number must be provided on the SDS report.

The standards for developing MSDS are relatively diverse, mainly including those developed by GHS, ANSI, ISO, OSHA, and WHMIS. The format and content requirements of MSDS vary under different standards, but currently most MSDS are in 16 item format with the same content title as SDS.

02 Detailed Analysis of Content

A complete SDS report consists of 16 specific sections, comprehensively covering all safety related information of chemicals. These contents include chemical and enterprise information, hazard identification, ingredient information, first aid measures, fire protection measures, leakage measures, handling and storage, exposure control, physical and chemical properties, toxicology information, etc.

It is worth noting that for hazardous substances with annual sales exceeding 10 tons, exposure scenarios must be added as attachments to the SDS. If a substance or preparation undergoes a chemical safety assessment, the content of SDS and exposure scenarios must be consistent with the information in the assessment.

The content of MSDS reports varies depending on the standards established: OSHA's MSDS has 8 items, while WHMIS's MSDS has 9 items. Currently, the 16 formats that comply with GHS standards are widely used internationally.

03 Core Differences

Although SDS and MSDS serve the same purpose, there are significant differences between the two in terms of specific requirements and scope of application. With the full implementation of the EU CLP regulation on June 1, 2015, SDS reporting has become a common requirement in the EU market.

It is worth noting that the CLP regulation is the world's first substance and mixture hazard classification, labeling, and packaging regulation based on the United Nations GHS system, and its implementation has significant demonstration and linkage effects worldwide.

04 Applicable objects

What situations require SDS reports? According to EU regulations, the following three types of substances must be subject to SDS reporting: hazardous substances classified according to relevant directives or substances with persistent bioaccumulation, high accumulation and high persistence, or substances of high concern.

A mixture not classified as dangerous goods, but containing a non gaseous substance with a weight percentage greater than 1% and a gas with a volume percentage greater than 0.2%, which is harmful to human health or the environment; Solid or liquid mixtures not classified as hazardous materials, but containing a substance in PBT, vPvB, or SVHC in a weight percentage of ≥ 0.1%.

The MSDS report mainly targets 9 categories of substances in the classification of hazardous materials in various countries, including explosives, compressed gases and liquefied gases, flammable liquids, flammable solids, oxidants and organic peroxides, toxic and infectious substances, radioactive substances, corrosives, and miscellaneous items.

05 Professional Handling

Due to the complex regulatory and technical requirements involved in SDS/MDSD reports, the support of professional organizations is crucial. Lixun Testing Company is a third-party technical service company specializing in handling SDS reports in China.

They have a stable and professional SDS technical team and rich experience in SDS report processing, familiar with SDS report formats and content requirements around the world, and can help enterprises quickly obtain internationally recognized professional SDS reports.

Professional organizations not only provide report preparation services, but also offer SDS regulatory and strategic consulting, testing, and implementation of new regulatory compliance plans to help companies smoothly enter relevant target markets for their products.

With the advancement of global trade integration and the increasingly strict management of chemical safety in various countries, timely updating and obtaining SDS reports that comply with the latest regulations has become a compulsory course for chemical companies.

From MSDS to SDS, it is not only a change in file names, but also an important symbol of the global standardization and normalization of chemical safety management. With the widespread adoption of GHS system in various countries and regions around the world, SDS report is gradually replacing MSDS report as the unified term for relevant documents.

This transformation reflects a profound change in the global chemical management system and also indicates that chemical trade will face a more unified and strict regulatory environment in the future.
