On December 15, 2025, the Member States Committee (MSC) of the European Chemicals Agency (ECHA) unanimously agreed to list n-hexane as a highly concerned substance (SVHC) at its December meeting. This is the first substance to be identified as a candidate for inclusion in the SVHC list due to neurotoxicity (rather than traditional categories such as carcinogenicity, mutagenicity, and reproductive toxicity). Another confirmed substance is 4,4 '- [2,2,2-trifluoro-1- (trifluoromethyl) ethylene] bisphenol (BPAF) and its salts. ECHA expects to include these two substances in the candidate list of highly concerned substances in February 2026. At that time, the list of candidate substances for SVHC will be updated from 251 to 253.

In addition, it was mentioned in the minutes of this meeting that the SVHC certification proposal for 4,4 '- dihydroxydiphenylmethane (bisphenol F, BPF) was withdrawn before the meeting. However, the status of the substance in the ECHA SVHC Intention Register is still "Identification in Progress". Therefore, whether the substance will be withdrawn from SVHC certification remains to be determined by the official final information.

The information of the two SVHC candidate list substances is shown in the following table:

So far, the summary of SVHC substance status is as follows:

SVHC candidate list substances: 251 items

SVHC review substances: 3 items

Pending substance: 1 item (resorcinol)

Basic process for determining SVHC substances:

SVHC stands for Substances of Very High Concern, which refers to substances that may have serious and often irreversible impacts on human health and the environment. If a substance is identified as an SVHC, it will be added to the candidate list and ultimately included in the authorized list (ANNEX XIV to REACH).

LCS suggestion(Tips):

ECHA aims to protect human health and the environment, and is committed to the safe use of chemicals, encouraging industry to develop safer alternatives. ECHA also shoulders the mission of enhancing the competitiveness of European chemicals, constantly urging companies to comply with relevant regulatory requirements and fulfill their regulatory obligations.

REACH regulation stipulates that when the SVHC content in goods supplied on the EU market is greater than 0.1% by weight (w/w), information must be transmitted within the supply chain; When the SVHC content in an item is greater than 0.1% by weight (w/w) and the annual export volume is greater than 1 ton, it must be reported to ECHA.

According to the Waste Framework Directive (WFD), starting from January 5, 2021, companies supplying substances of high concern containing concentrations above 0.1% by weight (w/w) on the candidate list in the EU market must submit information about these substances to the ECHA database SCIP(Substances of Concern In articles as such or in complex objects (Products)) Notification. SCIP reports that there is no requirement for an annual export volume greater than 1 ton.

The SVHC list is generally updated twice a year - once at the beginning of the year and once in the middle of the year. The substances included in the SVHC list are increasing - currently there are 251 official substances. Currently, enterprises are facing increasingly strict control measures. It is recommended that companies exporting products to Europe conduct supply chain inspections and supervision to reduce their own risks and become more competitive in the market.
