EAC COC and EAC DOC Certificates

Since 2013, Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan have begun mandatorily enforcing the Customs Union Technical Regulations (Technical Regulation) certification. The TR CU certification mark is EAC, also known as CU-EAC certification. All products under the jurisdiction of the Customs Union must apply for EAC COC or EAC DOC declaration certification.

In recent years, trade exchanges between China and Russia have become increasingly close, creating substantial opportunities for Chinese enterprises in exports, but the accompanying risks have also escalated accordingly.

On October 27, 2025, the Russian government signed Decree No. 1669, notifying that "the authority to unilaterally suspend the validity of EAC certificates issued by other Eurasian Economic Union (EAEU) member states within Russia" would be granted. The decree officially took effect on November 30. The core content of the resolution is as follows:

Executive bodies: The Federal Agency for Technical Regulating and Metrology of the Russian Federation and national regulatory authorities.

Scope of Application: The use of certificates and declarations of conformity issued by the Eurasian Economic Union member states (excluding Russia) outside Russia is suspended within Russia.

Trigger conditions: Products that do not comply with the Eurasian Economic Union technical regulations, lack quality certification documents, are imported goods seized by customs without corresponding test reports, or have no sample submission records.

Execution process: After making a suspension decision, the regulatory authority will simultaneously notify the Eurasian Economic Commission and relevant national regulatory bodies, while also disclosing the relevant information on its official website to ensure transparency and accessibility.

This resolution was primarily initiated by Russia to strengthen the control over EAC COC and EAC DOC certificates issued by non-Russian institutions. If a certificate does not comply with relevant regulations, lacks necessary quality documents or test reports, or has no corresponding sample records in the customs system, the use of such certificates for related products within Russia may be restricted or rejected.

According to relevant regulations, all product categories under the control of the Russian EAC COC and EAC DOC (3D) must have samples submitted locally for testing. Cross-border factory inspections must be conducted to obtain certification, and annual inspections must be completed regularly to meet the requirements.

As Russia completed stringent inspections of its domestic regulatory agencies and upgraded its customs certification system, supervision over certificates issued by other Eurasian Economic Union (EAEU) member states has also become increasingly strict. Certificates obtained through "shortcuts" in the past not only face the risk of rigorous customs scrutiny but may also result in the inability to sell products in Russia, requiring costly reissuance and prolonged testing delays.
