On October 20, 2025, Canada's ISED issued a notice<Notice 2025-DRS0007>regarding SAR testing exemption guidelines, clarifying the exemption conditions for 10g Extremity/Limbs SAR. The notice will take immediate effect from the date of publication.

Exemption core content


If the 1-gram body SAR of any device has been tested at a distance of 5 millimeters or closer, the zero distance (0 millimeters) test of its 10 gram limb SAR becomes optional (i.e. can be omitted) as long as all of the following conditions are met.

● Frequency range: The operating frequency of the device is below 6 GHz;

Power consistency: The device must have identical transmission power levels and capacitance tolerances when used in both torso and limb scenarios.

Manufacturers must include a clear description in the submitted 'Radio Frequency Exposure Technology Brief' to demonstrate that all of the above requirements have been met one by one.

Situations where this exemption does not apply


When the device is engaged in head to head voice calls (such as mobile phone calls), the hands (limbs) cannot be exempted and must be evaluated according to the provisions of RSS-102.SAR.MEAS section 5.10.


For devices operating at frequencies above 6 GHz, their exposure assessment is based on the absorption power density (APD) limit and does not apply to this SAR test exemption rule.

Typical application scenarios for this exemption


This exemption clause mainly applies to devices with low power and usually not in close contact with the body, such as:


Wi Fi routers and access points

● Some smart home hubs

Low power Bluetooth/Wi Fi module (integrated into devices such as printers and speakers, and kept at a distance from the human body during use)

Some industrial wireless sensor nodes

The exemption from SAR testing by Canada's ISED is a simplified compliance procedure for wireless devices that are "low-power" and "keep a distance from the human body".

When planning ISED certification for your new product, if the equipment may meet this exemption condition, it is recommended to communicate with the testing and certification agency as soon as possible to confirm eligibility through pre evaluation, which can significantly save testing costs and time.
