Philippine PS certification
The Philippines officially signed and passed Republic Act No. 11900 “Vaporized Nicotine and Non-Nicotine Products Regulation Act” on July 25, 2022, which became effective 15 days after its publication. This law regulates the importation, manufacture, sale, packaging, distribution, use, and dissemination of vaporized nicotine and non-nicotine products (including e-cigarettes) and new tobacco products. The Philippine Department of Trade and Industry (DTI) issued Administrative Order No. 22-06 (DAO), “The New Technical Regulation Concerning the Mandatory Product Certification of Vaporized Nicotine and Non-nicotine Products,” which sets forth the requirements for e-cigarette products.
Product Technical Requirement
- The nicotine content in the E-liquid shall not exceed 65mg/ml;
- Prohibit the promotion of flavors or images that may be overly attractive to minors, such as fruits, candies, desserts, or cartoon characters;
- Applicable materials should comply with the migration testing requirements for food contact materials specified in (EU) No. 10/2011 and (EU) No. 120/1245;
- The refillable E-cigarette and supplementary E-liquid container should have child-resistant (CRP), tamper resistance, damage and leakage prevention functions;
- Applicable products and related electrical accessories should meet the requirements of specified reference standards, as shown in the table below:

PS Certification Mark
- For vapor product system and heated tobacco product system certified as conforming to the safety and performance requirements, the design of the PS Mark shall be in accordance with Figure A.
- For vapor product device certified as conforming to the safety requirements, the design of the PS Mark shall be in accordance with Figure B.
- The PS Mark affixed on a product or its package may be enlarged or reduced to an appropriate size provided that its dimensions conform to specifications in Figure A or Figure B.
