Saudi SASO certification
The technical regulations for controlling E-cigarette devices and E-liquids in Saudi Arabia have been fully implemented since 2021. E-cigarette devices are regulated by the Saudi Arabian Standards Organization (SASO) Technical Regulation (TR) – “Electronic Devices Used in Electronic Smoking Systems” published in its official gazette on November 1, 2019; E-liquids are managed by the Ministry of Food under the Saudi Food and Drug Authority (SFDA) in accordance with the Technical Regulation “E-liquids and Heated Tobacco in Electronic Systems for Smoking” passed by Resolution 11/7-18-1440 on July 20, 2020.
Suppliers who launch E-cigarette equipment in the Saudi Arabian market should apply for SASO certification in accordance with the regulations of the IEC System for Conformity Assessment Schemes for Electrotechnical Equipment and Components (IECEE). Suppliers must submit technical documents to the designated notified body (NB) to prove that the E-cigarette equipment meets the requirements of technical regulations and relevant standards, and apply to implement the review process in accordance with the prescribed mode.
SASO Certification
- The legal license for e-cigarette equipment issued by the competent department;
- Declaration of compliance with this technical regulation provided by the supplier (manufacturer / importer);
- Risk assessment documents;
- Technical documents and certificates of conformity, as well as any other documents proving that the E-cigarette equipment meets regulatory requirements;
- Products bearing the Saudi Arabian quality mark or equivalent mark shall be deemed to meet the requirements specified in this regulation;
- E-cigarette packaging containing cigarette liquids should comply with SFDA's requirements for relevant ingredients and explanatory data/labels.
