News | US CPSC Mandatory Electronic Filing (eFiling) Implementation: Starting from July 8, 2026, covering all categories of consumer goods

In early 2025, the US Consumer Product Safety Commission (CPSC) released the final rules for mandatory electronic filing (eFiling) of consumer goods imports. This update is the most significant change in product safety enforcement in the US in over a decade, aimed at improving transparency, traceability, and compliance of product imports.

According to the new regulations, starting from July 8, 2026, importers of all consumer goods regulated by CPSC must submit detailed product safety information in electronic form in advance before entering the United States.

What is CPSC electronic filing?


EFiling is a process introduced by CPSC that requires regulated US consumer goods importers to submit a Certificate of Compliance (COC) electronically.

EFiling not only improves the efficiency of CPSC in the supervision of imported goods, but also provides a more optimized and standardized electronic certificate submission process for international trade.

Therefore, the specific rules and requirements of eFiling have become a focus of attention for international trade enterprises entering the US consumer goods market. With the formal approval and implementation of the final rules for compliance certificate filing by CPSC, consumer goods exported from China to the US market will face a new round of compliance challenges.

Mandatory execution date


The mandatory enforcement time for most imported products is July 8, 2026, and all consumer goods that require GCC or CPC must begin electronic filing on this date.

The mandatory implementation date for the Free Trade Zone (FTZ) is January 8, 2027

CPSC encourages importers to join as early as possible to test system connectivity, validate internal processes, and avoid interruptions after the rule is enforced.

The above entities need to issue certificates for consumer goods and substances regulated by CPSC, which are imported into the United States for consumption or storage, or distributed in US commerce.

 

 

Applicable Products


Electronic filing applies to any consumer goods imported into the United States that require:

✅  Children's Product Certificate (CPC): Ensure that children's products comply with safety regulations such as lead content, phthalates, and small components.

✅  General Certificate of Conformity (GCC): applicable to ordinary consumer goods, confirming their compliance with relevant consumer product safety standards.

This includes but is not limited to the following categories:

• Toys

• Clothing and footwear

• Home goods

• Electrical appliances

• Youth products

• Furniture

• Seasonal/holiday supplies

Textiles that meet safety standards

Products containing regulated chemicals such as lead and phthalates

If your product needs to be tested or certified according to any regulations of CPSC, the new electronic filing requirements will apply.

Certificate Details (CPC/GCC)

• Production date and location

• Tracking label information (applicable to children's products)

• Importer contact information
