The Indian Ministry of Electronics and Information Technology (MeitY) recently chaired a key stakeholder consultation meeting, with the core agenda being to promote the comprehensive transition of electronic products sold in the Indian market from the current IS 13252 (Part 1): 2020 and IS 616:2017 security standards to the new standard IS/IEC 62368-1:2023 (Fourth Edition).

The meeting reviewed the decision-making process for standard transition. As early as 2022, the industry had discussed the adoption of the IS 62368 standard. To avoid unnecessary burden on enterprises caused by upgrading from the third edition to the fourth edition in the short term, MeitY decided to wait until the fourth edition was officially released before proceeding. Now, the fourth edition of the standard has been released, and the transition work has officially been put on the agenda. According to the meeting, after the new standards come into effect, companies will receive a transition period of up to three years from the date of official notification.

Due to the fact that the IS/IEC 62368-1:2023 standard covers up to 42 product categories and has a wide range of impacts, product upgrades, testing cycles, and related costs have become the focus of manufacturers' attention.

The meeting discussed multiple specific topics:

1. Simplify the testing process: In response to the suggestion put forward by enterprises to simplify the process and only test representative models of the same series of products. The chairman of the meeting pointed out that the Bureau of Indian Standards (BIS) will develop specific implementation guidelines and provide a 3-year transition period, and proposed that global manufacturers have already begun transitioning from the old standard to the IEC 62368 standard.

2. Validity of Existing Registration Number: Regarding the issue of how to maintain the validity of the registration number (R-number) for products that have already been registered with BIS, such as the need to replace old models of products to fulfill warranty contracts, the chairman of the meeting responded that in principle, all products must comply with the new standards after the implementation of the new directive, but for certain special circumstances, MeitY will consider granting exemptions.

3. Suggestions for phased implementation: Some companies suggest that the new standard can be implemented in stages starting from components (such as adapters). The chairman responded by pointing out that the vast majority of products involved in the new standard are independent finished products, with only a few exceptions such as switch mode power supplies, battery cells, and batteries. Moreover, the migration work of various enterprises is not interdependent. Therefore, MeitY plans to notify all relevant products to synchronously transition to the new standard at once.

4. Registration number retention and testing capability: Regarding the issue of whether existing product registration numbers can be retained during the standard transition process and the carrying capacity of testing laboratories, BIS stated that transitioning to the new standard may require modifying the existing "series model guidelines" and developing specific "implementation guidelines" based on them. The meeting clarified that companies should submit their suggestions on the "series model guide" to MeitY and their suggestions on the "implementation guide" to BIS. MeitY is responsible for developing the "series model guide", while BIS is responsible for developing the "implementation mode", and meetings should be held if necessary.

5. Product category integration: The company's proposal to integrate some product categories during the transition period (such as merging "wireless keyboard" and "keyboard") received a positive response from the chairman. The chairman agreed to integrate categories such as televisions, video display units, keyboards, etc.

6. Special arrangements for AR/VR equipment: AR/VR products are now classified as ADPM (according to IS 13252) or VDU (according to IS 616). To eliminate ambiguity in the current classification, the meeting decided to create a separate product category for them and require them to comply with the IS 62368 standard. Considering the limited number of manufacturers and models of this type of product, the initial plan is to provide a six-month transition period, but the company requests an extension to one year to accommodate design change requirements. The chairman requests the industry to submit detailed reasons for MeitY's further review.

This meeting clearly indicates that the implementation of the IS/IEC 62368-1:2023 standard is imperative. Although the overall direction of the three-year transition period has been determined, the specific implementation details, such as series product testing plans, special exemption conditions, registration number retention, product category integration, and specific product transition periods, still need to be finalized by MeitY and BIS after absorbing industry opinions.
