For the first time, Australia has included LED lights in its energy efficiency regulatory system and released the 2025 resolution on minimum greenhouse and energy standards for LED lights, which aims to improve energy efficiency and reduce greenhouse gas emissions. The following are the core contents:

1. Scope of application and effective time

1.1 Applicable products:

The general conditions for LED lights are as follows:

1.1.1 Color coordinates are within the following range:

and

(a) The luminous flux per square millimeter of the illuminated projection surface is less than 500 lm

(b) The luminous flux ranges from 100 to 82000 lumens;

(c) Contains one or more LED beads

1.1.2 Single lamp head:

(a) BA15d, B15d, B22d, E11, E12, E13, E14, E17, E26, E27, E39, E40, GU10, GZ10,

GX10, GU24, GX53, G9;

(b) Bi-pin lamp caps G4, GU4, GY4, GZ4, GU5.3, GX5.3, G6.35, GY6.35, GU7, G53.

1.1.3 Double ended lamp head, LED light length 550mm-1500mm:

(a)G5, G13

(b)GX16t-5

1.2 Effective date: March 3, 2026 (registered in the Federal Legislative Register on March 3, 2025, with a one-year transition period reserved).

2. Core requirements

2.1 Minimum Energy Efficiency Standard (MEPS): Set the benchmark energy efficiency threshold for LED lights.

Minimum luminous efficiency requirement:

2.2 Mandatory packaging and labeling: Products are required to indicate energy efficiency information for consumers to identify efficient models.

2.3 Inventory products imported before March 3, 2026 are allowed to continue to be sold according to the old regulations (in accordance with Articles 16-19 of the 2012 Greenhouse and Energy Minimum Standards Act).

3. Policy objectives and impacts

3.1 Aligning with EU standards: Strive to align with EU lighting ecological design regulations as much as possible to enhance international consistency.

3.2 Eliminating Inefficient Lighting Products:

Starting from October 2025, gradually ban the sale of most incandescent reflector lamps and non directional lamps (including halogen lamps).

3.2.2 Promote the market to shift towards high-efficiency LED lights.

3.3 Energy saving and cost saving: Reduce electricity consumption, household expenses, and carbon emissions.

3.4 Technological Innovation Incentives: Promote investment in advanced LED technology by enterprises.

4. Performance requirements:

5. Health and safety requirements:

This regulation conforms to the global trend of energy efficiency upgrading and is complementary to the previous policy of phasing out inefficient lighting products. Enterprises need to ensure compliance before March 2026, while consumers will enjoy higher standards of lighting products.
