Standard Update | Canadian ISED RSS-102 Issue 6 has been enforced

The Department of Innovation, Science and Economic Development (ISED) of Canada released the RSS-102 Issue 6 standard on December 15, 2023, titled 'Radio Frequency (RF) Exposure Compliance for Radio Communication Equipment (All Frequency Bands)'. RSS-102 is a standard specification used to evaluate the radiation exposure compliance of wireless communication equipment in close range use. It was officially implemented on December 15, 2024, and the transition period has ended. From now on, ISED will only accept applications for the new version of Issue 6.
What will happen to wireless communication devices that have completed RSS-102 issue 5 standard certification after December 15, 2024?
When the applicable standards are updated to the new version and the transition period ends, the responsibility lies with individuals or entities engaged in manufacturing, importing, distributing, leasing, selling, and selling in Canada to verify that product compliance is maintained. If the product is still within the compliance range, in this case, it is only necessary to update the test report with new test results to demonstrate compliance with the RSS-102 issue 6 new standard.
RSS-102 issue 6 new standard
The new version of Issue 6 standard specifies measurement procedures and various radiation exposure limits, with several updates as follows:
1) Reduced SAR exemption test power threshold (frequency band above 2450MHz):< 3mW, which means that wireless communication devices below this threshold may not be exempt from testing and require additional SAR testing.
2) Confirmed the SAR testing distance for mobile phones: the Body Worn part of the test must be consistent with Hotspot, with a testing distance of ≤ 10mm; We have added a 0mm Hand SAR test for mobile phone authentication, which increases the testing volume by nearly 50% compared to the old standard. Therefore, the testing duration and authentication cycle also need to be increased synchronously.
3) On December 6, 2024, Notice 2024-DRS0014 published additional guidance on the use of curve fitting techniques for assessing compliance of neural stimulation (NS) in accordance with RSS-102.
