EU releases ecological design and energy labeling bill for mobile phones and tablets

On August 31, 2023, the European Commission published the Ecological Design Act (EU) 2023/1670 and the Energy Labeling Act (EU) 2023/1669 for mobile phone and tablet products in the official OJ.

These two bills were formulated in accordance with the requirements of the EU's "2022-2024 Ecological Design and Energy Labeling Work Plan", and have come into effect on the 20th day after being published in the EU Official Journal (OJ), and will be enforced on June 20, 2025. According to the bill, smartphones and tablets placed on the EU market must display information on their energy efficiency, battery life, dust and water resistance, and protection against accidental drops. This is the first time that products in the EU market have been required to display a repairability rating.

1、 Ecological Design Act (EU) 2023/1670

The Ecological Design Act (EU) 2023/1670 requires the inclusion of four categories of products: smartphones, mobile phones other than smartphones, cordless phones, and tablets, with the exception of smartphones and tablets with flexible main display screens that users can partially or fully unfold and roll up for high security communication.

In order to improve the energy efficiency and durability of mobile phones and tablets, strict requirements have been put forward for product maintainability, reliability, and recycling through ecological design principles such as open maintenance rights, increased product transparency, and recycling.

According to the Ecological Design Act, manufacturers, importers, or agents are obliged to provide critical spare parts to maintenance personnel within 5-10 working days until 7 years after the product model is sold in the EU market.

If a battery or back cover assembly cannot be provided to the user, the manufacturer must ensure that the product design meets the following requirements:
The cycle life shall not be less than 500 times, and after 500 times, there shall be at least 83% remaining capacity;

The battery cycle life shall not be less than 1000 times, and after 1000 times, there shall be at least 80% remaining capacity;

The product has an IP67 dustproof and waterproof design.

The bill requires manufacturers, importers, or agents to publicly disclose product repair manuals on their free websites, providing professional technicians or users with information on product repair and maintenance, including product identification, disassembly diagrams, fault diagnosis information, necessary circuit connection diagrams, numbering diagrams, and disassembly tool requirements.

To improve the durability of mobile phones and tablets, the law requires that products must have certain reliability requirements:
Anti fall design;

Mohs 4 hardness screen design;

IP44 dustproof and waterproof grade design;

The battery cycle life shall not be less than 500 times;

Improve battery management function and optimize charging efficiency;

The availability of operating system upgrades: at least 5 years after the product is launched on the market;

Professional maintenance personnel use any software or firmware required for replacement without discrimination.

2、 Energy Efficiency Rating Labeling Act (EU) 2023/1669

According to the requirements of the bill, all smartphones and tablets must be accompanied by energy efficiency rating labels and registered on the EU public goods database EPREL before they can be put on the market for sale.

EU Energy Efficiency Rating Label

The label notes are as follows:
(i) QR code
(ii) Trademark
(iii) Product model identification
(iv) Energy efficiency grades A to G
(v) Product nominal energy efficiency rating
(vi) Product battery life
(vii) Drop tolerance rating
(VIII) Maintainability rating
(ix) Battery life
(x) IP rating
(xi) Energy efficiency regulation code

Regulations require manufacturers to have transparency regarding key raw materials used in mobile phone and tablet products. For plastic parts weighing over 50g, the polymer type of the plastic part must be indicated, and appropriate standard symbols or abbreviations must be set between the punctuation marks ">" and "" specified in existing standards. Some raw materials (cobalt, tantalum, neodymium, gold) should have their weight ranges publicly displayed on relevant websites, and the disposal and recycling of products must comply with the EU WEEE Directive (2002/96/EC).

EU issues Directive (EU) 2022/2380 on universal chargers
The EU officially released the revised Directive (EU) 2022/2380 on universal chargers in its official bulletin on December 7, 2022, to supplement the specific implementation requirements for the universal charging interface Type-C in Directive 2014/53/EU 3.3 (a) of the RED Directive, and will be enforced in all EU countries from December 28, 2024. This revision mainly applies to 13 categories of electronic products, including newly produced mobile phones, tablets, cameras, headphones, game consoles, speakers, e-books, keyboards, mice, navigators, headphones, and laptops. Laptops will be enforced from April 28, 2026.

This revision directive covers the following 13 categories of wireless devices:

Handheld mobile phones;

Tablet computers;

Digital cameras;

Headphones;

Headsets with microphone;

Handheld videogame consoles;

Portable speakers;

E-readers, electronic readers;

Keyboards;

Mouse Mice;

Portable navigation systems;

Earbuds for in ear headphones;

Instruction Summary:
Type-C charging interface: Relevant devices must be equipped with USB Type-C charging interfaces that comply with relevant standards and can be charged using charging cables that meet the same standards.

USB PD fast charging: Fast charging devices that support 15W or more should support the USB PD protocol.

Unbind charger: The device is no longer bound to a charger for sale, allowing consumers to choose between purchasing products with or without a charger.

Charging characteristic information: Manufacturers need to provide information related to the charging performance of the equipment, including the required power information and whether it supports fast charging.

According to the new directive requirements, all 13 types of devices mentioned above must be equipped with USB Type-C charging interfaces that comply with the "EN/IEC 62680-1-3:2021 Part 1-3" standard and charged using charging cables that comply with the same standard; The devices that support fast charging should meet the power supply requirements of the "EN/IEC 62680-1-2:2021 Part 1-2" standard, which means they must fully support USB Power Deliver (USB PD).

Common testing contents for USB Type-C:
Structural testing: durability test, cable bending test, cable pull-out test, 4-axis test, etc.

Electrical testing: Low level contact resistance test, current temperature rise test, insulation resistance, withstand voltage, contact capacitance, impedance, etc.
Environmental testing: physical shock, arbitrary vibration, thermal shock, corrosive gas shock, temperature and humidity aging, etc.

Electroplating requirements: weldability, moisture resistance, corrosion resistance, etc

Shielding test: The quality of wire shielding will affect EMI and RFI. The USB Association has also defined rigorous testing requirements for wire shielding testing.
