Standard background Reese's Act: An 18-month-old girl in the United States died after swallowing a piece of button cell in 2020, and then the US Congress began to issue a bill.

Mandatory requirement

The 180-day period from September 21st, 2023 to March 19th, 2024 is a transitional period for law enforcement. If your consumer products use button cell or coin batteries, this standard update notice shall apply. Date of enforcement: March 19, 2024

definition

Button or coin battery: a single-cell battery with a maximum diameter of 32 mm (1.25 inches) and a diameter greater than the height; Handheld products do not exceed 4.5kg;; Portable products shall not exceed 18kg.

Structural requirements

Products using Button/button cell should be designed to minimize the risk of children taking out, ingesting or inhaling batteries.

For removable/replaceable batteries

structure

1) Dismantle the detachable parts (users can open or take them out without using tools or easily moving two actions independently by hand at the same time. ), and then probe with the test probe 11, without touching the button/coin battery.

2) Products with detachable or replaceable button/coin batteries in the battery compartment should be designed to prevent children from taking out the batteries by one of the following methods (a) or (b). Test and check compliance

A) Tools, such as screwdrivers and coins, are needed to open the battery box. For the battery compartment fixed by screws or screw-in access covers, opening the battery compartment requires at least 0.5 Nm of torque and at least 90 degrees of rotation angle, or the fasteners should engage at least two complete threads; Note If screws or similar fasteners are used to fix the door or cover plate leading to the battery compartment, the fasteners should be fixed to the door, cover plate or equipment.

B) The battery door or cover needs at least two independent and simultaneous actions to be opened by hand. The opening action cannot be combined with a single finger or a single finger action.

Test flow

Test flow Pretreatment; Drop test; Impact test; Rolling test; Torque test; Tensile test; Compressive test

pretreatment

Stress release test: add 10℃ at 70℃ or the highest temperature during normal operation of the equipment, whichever is the highest temperature, and then put it in the oven for 7 hours;

Battery replacement test: the battery compartment is opened and closed for ten times in one cycle, and the torque force is in accordance with the requirements in Table 20 in UL60065. Note: during this period, the screws cannot fall off.

Drop test

The product fell to the surface of horizontal hardwood at a height of 1m, and the surface of hardwood was at least 13mm thick. It was installed on two layers of plywood with a nominal thickness of 19mm and placed on concrete. The portable product fell three times and the hand-held product fell ten times.
impact test Use an iron ball with a diameter of 50.8mm and a weight of 0.5kg to drop at a certain height to give the battery compartment or the shell a 2J impact, or the iron ball is suspended by a rope and swings like a pendulum to impact the battery compartment shell at a required height.
Rolling test Apply a force of 330 5 N to the product shell for 10 seconds. This force is applied by a plane of 100 x 250 mm..

Torque test

If a child can grasp any part of the battery compartment shell with thumb and forefinger or teeth, it is necessary to test the battery compartment or cover with at least 0.5NM torque according to the toy safety standard, consumer safety specification ASTMF963.

Tension test

If a child can grasp any part of the battery compartment shell with thumb and forefinger or teeth, it is necessary to test the battery compartment or cover with 72N tensile force according to the toy safety standard, consumer safety specification ASTMF963.

Compressive test

If during the drop test in 6.3.2, children can come into contact with any surface of the battery compartment housing, apply the compression test in ASTM F963, the toy safety standard consumer safety specification, to the surface with a force of at least 136 N(30.6 lbf).

decide

According to the test probe 11 in IEC 61032 "Standard for Protecting Personnel and Equipment in Enclosure-Verification Probe", a force of 50 +10/-0 N was applied to the battery door/cover or enclosure for 10 s with rigid test fingers. The battery door/cover cannot be opened and kept functional; Batteries can't be at your fingertips.

For non-removable/replaceable batteries

structure

A) Make it inaccessible through the enclosure or similar device suitable for testing in 6.2 and 6.3; or

B) Completely fixed by using welding, fasteners (such as rivets) or equivalent methods. The fixing method shall pass the safety test in 6.4.

safety test For the installation firmness of "battery that is not allowed to be moved or replaced by users", through the test hook, the battery shall not be separated by using an outward force of 20±2 N for 10 seconds.
