Topic: Regarding the implementation plan guidance for parallel testing of products included in the mandatory registration directive for electronic information technology in 2021, as a six-month pilot project for mobile phone products, the parallel testing guide was released on December 19, 2022. Subsequently, due to the low inflow of applications, the experimental projects were further expanded and two product categories were added: (a) wireless earphones and earphones; (b) Laptops/laptops/tablets.
At the request of the majority of witnesses and relevant parties, and with the consent of regulatory agencies, it is now decided to convert the parallel testing plan into a permanent plan.
We hereby issue this notice to convert the pilot project into a permanent plan. For all products within the category of electronic and information technology products (mandatory registration order required in 2021), manufacturers may generate test requests under parallel testing, which shall be implemented from the date of this notice.
1. This parallel testing plan guides electronic products covered in the mandatory certification product plan, and manufacturers can still apply for registration according to the existing application process plan as a voluntary plan.
2. Parallel testing of all components must be conducted in a laboratory recognized by the BIS bureau. In this plan, the laboratory will test the first component and issue a test report. The test report number and testing laboratory will be noted in the test report of the second component, and so on, until the final product test report
The project approval and certification of 3 components will be gradually completed by the BIS bureau
When submitting samples to the laboratory and applying for project registration with the BIS bureau, the manufacturer should provide a declaration document that meets the following requirements:
(1) The manufacturer will bear all risks (including costs) associated with this parallel testing plan. For example, if any application project is subsequently rejected due to sample testing failures or incomplete reports. The BIS Bureau has decision-making power over the final decision.
(2) Manufacturers should not supply/sell/produce products in the market until they have obtained a valid registration (BIS number).
(3) Manufacturers should immediately apply for component changes after obtaining a valid registration of the product. (Report valid BIS numbers to the next report)
(4) If the component belongs to the mandatory registration product list, the manufacturer should be responsible for each component related to the BIS registration number.
(5) The responsibility for linking the application with the previously submitted application in the chain should be borne by the manufacturer
Please refer to the following parallel testing examples:
Mobile phone manufacturers need battery cells, batteries, and adapters. All these components are within the product scope controlled by the mandatory certification list, so they can be submitted to a laboratory recognized by the BIS bureau for parallel testing.
(1) BIS accredited laboratories can start battery testing without BIS numbers. The laboratory should fill in the laboratory name and test report number in the final formal report of the battery to replace the BIS number of the battery cells
(2) Similarly, laboratories can start testing mobile phones without BIS numbers for battery cells, batteries, and adapters. The laboratory should fill in the report number and laboratory name of these components in the official report of the mobile phone machine.
(3) The laboratory should evaluate the test report of the battery cells and issue a test report for the batteries. Similarly, the laboratory should evaluate the test reports of batteries and adapters and issue a test report for the entire mobile phone.
(4) Manufacturers can submit component projects to the BIS bureau after parallel testing to obtain product registration recognition for the components
(5) However, the BIS bureau should follow the approval order of the certificates, for example, the approval of the entire mobile phone can only be carried out after all involved components have been successfully registered.
This official document will take effect immediately.
