The fourth phase of mandatory energy labeling in China and Hongkong added LED lights, which was implemented on September 1st, 2023 and will be fully implemented on December 1st, 2024!

In September 2023, the Electrical and Mechanical Services Department of Hong Kong issued the Code of Practice for Product Energy Labeling in the fourth phase of the mandatory energy efficiency labeling scheme. The products included in the scheme include: air conditioners, refrigerators, CFL compact fluorescent lamps, washing machines, dehumidifiers, televisions, storage water heaters, induction cookers, LED lamps, gas cooking stoves, that is, hot gas water heaters.
Three new products, namely LED lamps, gas cooking stoves and instant gas water heaters, were added in the fourth phase of the mandatory energy efficiency labeling scheme, which started to be implemented on September 1, 2023, with a transition period of 15 months, and will be fully implemented on December 1, 2024. The energy label is divided into five grades according to the energy efficiency performance of the product, and the product with the first grade energy label has the highest energy efficiency. The energy label is simple and easy to understand, which helps consumers to choose products with high energy efficiency.
The detailed technical requirements of the Code for LED bulbs are as follows:
1. Product scope
Unless otherwise specified by the Director, paragraph 15 of the Code applies to LED lamps as defined in the Ordinance (that is, products specified in paragraph 15.1.2).
LED lights refer to lights that meet the following instructions:
A) Light emitting diode technology (but not organic light emitting diode technology) is used to emit light; and
B) The lamp: (i) can provide general illumination; (ii) use the commercial power as the sole power source; And (iii) the rated wattage does not exceed 60W；; (iv) having a single lamp cap.
2. Definition
General lighting: refers to light lighting in accordance with the following instructions.
(i) The color coordinates are in the following range:
(ii) The luminous flux is not less than 60lm.
Commercial power: refers to the power supplied in Hong Kong with a voltage of AC 380/220V and a frequency of 50 Hz.
3. Test requirements
Test standard: IEC 62612:2013
4, the number of test samples and series division
Note: 1) The same sample must be used when conducting the above tests. The lamp used for the switch cycle test shall not be used for other tests.
2) The dimmable or color-tunable LED lamps shall be adjusted to the maximum power in all tests. The manufacturer or importer of lamps shall provide specific instructions on the setting and/or the method of adjusting the lamp to the most power-consuming white light and the control setting (if applicable).
3) If multiple LED lamps have the same characteristics but different color temperatures, they must be tested separately because of their different energy efficiency. If multiple LED lamps have the same energy efficiency and functional characteristics (including color temperature) but different lamp caps, they can be regarded as the same model series and can use the same test report.
5, energy efficiency benefit rating
Luminous efficiency = luminous flux/watt
Note: X= measured luminous efficiency (Em) or rated luminous efficiency (Er), whichever is lower.
