Kenya's national bureau of standards KEBS) in order to reduce the risk of unsafe products into the domestic consumers and provide Kenya in the health, safety, environmental protection and so on various aspects, on September 29, in 2005 began to Export standard conformance Verification before (Pre - Export Verification of Conformity, PVoC).
The main products of PVoC include electronics, toys, automobiles, food, chemicals, textile and leather, furniture, building materials, used products, etc.
All the products listed in the PVoC certification catalog must obtain the conformance certificate (CoC) before shipment, and deliver the certificate to the customs when the goods arrive at the port, so that the products can enter the country.
There are three types of authentication channels for PVoC:
1) batch inspection and test (Consignment Certification)
2) Product Registration, inspection and sampling test (the Product Registration and Certification of Shipments), apply to the same Product export for many times
3) Product Licensing
PVoC adopts the Kenyan standard, but it can also be accepted in accordance with IEC standard CB test report.
PVOC certification:
From 1 July 2005, all products imported into Kenya must be accompanied by qualified test reports or certificates, i.e. "pre-shipment Verification of Conformity" (PVOC).PVOC is a new measure for Kenya's national bureau of standards (KEBS), which replaces the past "pre-shipment Inspection (PSI)" according to WTO rules. The test report or certificate should indicate that the delivered product conforms to the national standard of Kenya or other international standards that are recognized. If these materials cannot be provided, the product will need to be inspected at the port of the country, which may cause delays, and may even be rejected if they fail to qualify.
The measures are designed to prevent unsafe and low-quality goods from entering the Kenyan market.
Since 29 September 2005, the Kenya bureau of standards (KEBS) has authorized Intertek to issue a pre-shipment inspection certificate for Kenya (PVOC).PVOC is a regional project. Intertek is responsible for issuing all pre-shipment inspection certificates from Hong Kong, Taiwan and China to Kenya. The main requirements of PVOC inspection are as follows:
1.According to the inspection procedure, the certification authority will send the complete inspection instructions and requirements to the inspector. It includes at least:
(I) inspection application form
(2) proforma invoice
(iii) CVG catalog (AIR) for related products (which will provide a complete set of AIR forms in the near future)
2.After receiving the instruction, the inspector must confirm all inspection information. Check the date and time of the inspection. If the date and time of inspection are changed, it is better to notify the certification body in the form of fax (issuing the instructions).
3.The inspector must apply AQL sampling criteria to determine whether the product meets the requirements of PVoC in Kenya.
4.At the inspection site, the inspector shall carry out the inspection according to the relevant product inspection requirements listed by RFC. In these requirements, the following steps must be implemented:
(I) confirm that the inspector USES AIR documents. The inspector should always check the AIR in the process of inspection, and then, together with the inspection report, pass the AIR form to the certification authority (issuing the instruction).
(ii) the inspector shall continue to complete the inspection according to the requirements if the product fails to comply with the instruction requirements or other causes of rejection.
(iii) if the inspection to any products do not conform to the requirements, the inspector must provide a difference report, and copy will be issued by the inspection field, there are differences in all places which must be taken the photos as evidence.
(iv) the PVoC labels and tapes must be added to the inside and outside packaging of the goods that have been sampled, indicating that the samples have been sampled according to the sampling criteria. There is a difference in the goods, even if the exporter correct to replace, also cannot add the label of Kenya PVoC and the adhesive tape.
(v) after the inspection is completed, copies of the inspection report shall be left to the inspection representative and informed that the inspection result is "accepted", "rejected" or "undecided".
5.After the completion of the inspection, inspector must full fill out inspection report, and after finish the inspection within one working day submitted the inspection reports to Intertek in Hong Kong or Shanghai office (instruction), this requirement must be done.
6.All used cars must be 100% tested and will be tested in accordance with KS1515:2000, which will translate into a special AIR list.
7.The whole container (FCL) must be sealed.
8.Sometimes, the certifier (issuing the directive) will require the inspector to identify the sample and inform the exporter on behalf of the exporter. Samples must be tagged and/or sealed in Kenya.
9.If sampling is required, the certifying authority (issuing the directive) will hand the completed mailing list together with the complete instructions to the inspector, which includes detailed description of the sample and the number of samples. The inspector should photocopy four sample mailing lists and fill out the product parameters, number, batch number or serial number of the sample in detail. The inspector shall send four samples of the sample to the following processing:
A. One portion -- to the exporter's representative.
B. One copy - sent to the lab with the sample.
C. One copy -. The inspector reserves himself.
D. One copy - - together with the inspection report to send back the certifying authority (issuing the directive).
10.During the test of the CVG appendix (AIR), the inspector may find multiple differences, but not all of them are serious to rejection. So you have to judge the nature of the difference. The basic principle is that if the difference is in conflict with the nature of the goods, it is judged as an important defect and rejected.
Cost introduction:
A: apply for customs clearance directly
Cost composition: product testing service fee + inspection fee
Product testing, please provide the ISO inspection application form should be prepared together with the packing list and proforma invoice. Product testing fee depends on the specific products, Inspection fee FOB * 0.475% minimum not less than 180 usd which is suitable for small and do not frequent export enterprise.
B: apply for the registration certificate first and then apply for clearance certificate
Fee composition: product testing service fee + registration certificate fee + inspection fee
The 15 models of registration fee are 375USD,15 models above 375USD+ (model number - 15) *20USD inspection fee is FOB*0.425% minimum not less than 180USD, which is applicable to large and frequent enterprises.
PS: the types of products included in PVOC (pre-shipment certification) include:
1. All second-hand products, including but not limited to: electronics (including electronic devices) and electrical products (including household appliances), motorcycles, bicycles and textiles. Used tires, auto parts.
2, food, agricultural products, including but not limited to: packaging of food, milk and dairy products, meat and meat products, juice, beverage, alcohol, oil, grain, sugar and sugar products, animal feed.
3, chemical products, including but not limited to: M/V tires, bicycle tires, pencil, ball pen, rubber condoms, paper and paper products, soaps and detergents, shoe polish, safety matches, fertilizer, water purification tablets, cement.
4. Fuels and petroleum products, including but not limited to: gasoline, paraffin, petroleum and lubricants.
Textiles, including but not limited to: fabrics, clothing, yarn, blankets, upholstery, furniture fabrics, rags, carpets.
Shoes, including but not limited to the shoes made of the following raw materials: leather, rubber, plastic, canvas or other finished products.
7. Toys and child care products (all categories), including but not limited to: dolls, miniaturization and simulation models.
8, electronics (including electronics) and electrical products, including but not limited to: electronics (including electronics) and electrical products, household electrical appliances, photocopiers, computers, printers, in addition to the lamp holder, switches and other electronic consumables such as outside the plug.
9, mechanical products, including but not limited to: LPG cylinder and accessories, and gasoline and kerosene stove, hurricane lamp, lock, nails, hand tools, bicycles, auto parts, shock absorbers, fan belt, seat belts, brake block, the spark plug.
