Key points of Australian certification updating in 2019:
1. In the latest version of AS/NZS 60598.1:2017, any variable resistor (MOVs) must comply with Clause 3.16 of AS/NZS 3100.
2. Starting from November 2018, GS reports are no longer accepted.
3. Starting from April 24, 2019, the latest AS/NZS 60598.1:2013 standard must be used instead of the AS/NZS 60598.1:2013 standard for SAA applications.
4. Starting from January 17, 2019, light bulbs and tubes have become compulsory certification products of LEVEL 3. The standard of AS/NZS 62560:2017 for light bulbs and AS/NZS 60598.2.1:2014+A1:2016 for light tubes are used.
Australian RCM Certification Questions and Answers:
1. REAS is the New South Wales External Certification System. They have a list of mandatory certified products. The products on the list are certified of Approval. Such certificates are uploaded to national databases.
REAS Overview:
RECS is Queensland's external certification system, which uses AS/NZS 4417.2 as the standard of products required by certification regulations, which means that it covers all household products. The mandatory product list is very similar to the three product lists. If you choose the RECS system, all certificates (categories 1, 2, 3) will be uploaded to the national database.

2. What is the specified range of electrical equipment?
Electrical equipment in the specified range is low-voltage electrical equipment in the following rated range:
1) RMS greater than 50 VAC or 120 VDC without ripple (Ultra Low Voltage);
2) less than 1000 VAC RMS or 1500 VDC without ripple (high voltage);
3) Electrical equipment designed or sold for household, personal or similar purposes.
3. New RCM System
RCM is just a sign covering electrical safety and/or EMC.
1) Importers and manufacturers in Australia and New Zealand must register to use RCM;
2) RCM is not suitable for electrical safety of commercial or industrial products.
3) Even if a product is not covered by the electrical safety requirements of RCM, the product may still be required to label RCM to prove that it meets the requirements of EMC.
4) If you have SAA certificate and meet the requirements of EMC regulations, you can label RCM on your products.
5) Foreign companies can't and don't need to register in RCM system.
6) When foreign manufacturers receive SAA certificates, their compulsory certification products/3 products have been automatically registered in RCM database, and importers can associate certificates in the system.
7) If a RECS system is used in an electrical safety application, we will still upload class 1 and class 2 certificates to the database.
8) According to the current RCM system classification, electrical equipment is classified into three categories, one category, two categories and three categories. Three categories of equipment are defined as high-risk equipment. Three categories and two categories of equipment can be queried in the relevant regulations AS/NZS 4417.2. This classification will change with the updating of Australian standards/regulations. Now, RCM registration is required for three kinds of products. After SAA certificates are issued by SAA Approvals, product authentication information will be automatically imported into RCM system to facilitate users to register RCM.
4. Introduction to EMC
SAA now provides EMC certification and SDOC
This is not a proxy service. This service provides customers with documents required by Australia; SAA issues legal documents required by Australian customers and government agencies.
5. Acceptable test reports
1) The report must be accompanied by a CNAS logo or similar logo.
2) The report must be written according to the qualifications of laboratory certification.
3) The signatory must be the signatory listed in the certification qualification document;
4) If a CB report is submitted, a valid CB certificate is also required. All CB reports mentioned in the certificate must be submitted.
GS reports are no longer accepted since November 2018; all tests submitted to SAA must meet laboratory qualifications.
6. LED Driver Power Supply
Unless all the connection points of the drive power supply are fixed permanently on the lamps and lanterns using Z-type connections, it is a compulsory class product/class 3 product and requires separate certification.
7. LED Portable Lighting Lamp
Compulsory certification products or three categories of products.
AS/NZS 60598.1 and AS/NZS 60598.2.4;
If the driving power is separated from the illumination lamp, the driving power must be authenticated separately.
In Australia, portable hand-held power tools are compulsory certified products / 3 products.
Please note that many 60745 standards have been replaced by 62841.
Mobile tool testing must conform to AS/NZS 62841, IEC 61029 is no longer applicable;
It must be tested according to the announcement standard.
Battery power tools must be tested according to AS/NZS 62841. Batteries as a complete component must meet IEC 62133 standards.
Independent battery components sold separately are compulsory certified products in New Zealand and must be certified.
9, power supply
Correct criteria must be selected for testing according to the product.
A/V, IT and communication devices can be tested according to AS/NZS 62368.1:2018.
For 60950.1 or 60065, the downtime has not been determined, so these two standards can still be used for testing and application for certification.
ERAC has issued an updated announcement requiring direct-plug power supply with two fixed enclosures. The requirements of this announcement are only applicable to plug-in power supply that meets the standards AS/NZS 61558 and AS/NZS 60335.2.29.
10. EPODs and Controller/Regulator
EPOD is a portable wiring board, please note that it is portable.
The applicable standards are AS/NZS 3105 or 3122 and 3100.
Controller/regulator is a portable device, which is suitable for other standards for fixed devices.
AS/NZS 3105 is suitable for any EPOD with control/regulation function.
Travel switching sockets must have only two sets of contacts, and must meet the requirements of AS/NZS 3122 standard.
8. Electric tools
In Australia, portable hand-held power tools are compulsory certified products / 3 products.

All switches must be bipolar disconnected and tested in accessory products according to AS/NZS 3133 or AS/NZS 60669.2.1 and 3133 M test terms.
11. Solar Inverter/DC Isolator
In Australia, such products must be registered with CEC.
SAA certifies these products according to IEC 62109-1, IEC 62109-2 and AS/NZS 4777.2.
If the battery is included in the product at the same time, the battery must meet the relevant IEC standards, and the inverter must also meet the AS 62040.1.1;
The DC disconnector used in PV installation system belongs to three kinds of products, and will be listed as compulsory products. It must comply with AS/NZS 60947.3:2018, including all Australian standard deviations.
AS/NZS 5033 is the installation standard and is not used for certification.
AS/NZS 5039 is the planned installation standard for battery energy storage. At present, the standard committee is still in the process of formulating, and it can not be implemented in the short term. There is currently a new standard guidance document on battery energy storage preparation. CEC will soon register for battery energy storage and DC disconnector applications in PV fabrication devices.
