Attention! Starting January 1, 2026, the FINAL version of California's Title 24 CEC 2025 standard will become mandatory! All lighting products for new construction, additions, or renovations must bear the "JA8-2025" or "JA8-2025-E" label and be registered in the CEC database. The old "JA8-2022" label will no longer be valid!

On July 7, 2025, the California Energy Commission (CEC) released the final version of the 2025 Title 24 Building Energy Efficiency Standards. This triennial revision builds upon the 2022 edition with stricter energy efficiency requirements. Don't miss the compliance window!

Here are the detailed explanations of the main changes in the 2025 edition of the Building Energy Efficiency Regulations compared to the 2022 edition, specifically regarding lighting products:

Change 1: Simplified Light Efficiency Testing

The specific test methods for incandescent lamps and fluorescent lamps have been deleted.

Federal regulation of light sources is governed by 10 CFR 429 Subpart B and 430.23(gg);

Non-Federal Use:

Incandescent/Reflector Incandescent: 10 CFR 430.23(r)
E26 CFL:10 CFR 430.23(w)
General Fluorescence: 10 CFR 430.23(r)
Other fluorescence: IES LM-9
LED:IES LM-79
Test under full optical output conditions!

Change 2: Startup Time Test

Remove the Energy Star method and add the new JA8.7 chapter standard. Startup time = from power-on to continuous lighting. Integrated controllers (such as sensors) can disable testing.

Change 3: Color Parameter Testing

Similarly simplify incandescent/fluorescent testing.

The federal government uses the 10 CFR standards;

Non-federal:

Incandescent/Reflector Halogen: IES LM-20
Reflector Incandescent: IES LM-45
Single-lamp CFL: IES LM-66

Change 4: Noise Testing

The noise testing method for ENERGY STAR-certified bulbs has been removed, and a new noise testing method has been added in Chapter JA8.8.

Change 5: Logo Upgrade

Change to "JA8-2025" or "JA8-2025-E". The lifespan test must follow the DOE Appendix BB method, and the "-E" label can only be used when the aging temperature is ≥45°C±5°C.

Change 6: Light Source Type Adjustment

The light source categories directly removed incandescent and fluorescent lamps from the list.

Change 7: Added a new testing section
