In order to improve the efficiency of regular testing for each harmful component in tobacco, it is necessary to clarify the harmful components and determine the details of the testing methods. The South Korean Ministry of Food and Drug Safety has issued a notice on the "Regulations on Harmful Substances in Tobacco".
1 Product Scope
Cigarettes: In a cigarette rolling machine, after adding spices and other raw materials for specific rolling, the rolled tobacco leaves are rolled into shapes that are convenient for smoking.
2. Electronic cigarettes: cigarettes and similar forms of tobacco products that produce effects similar to traditional smoking by inhaling nicotine solution, tobacco, or tobacco solids into the respiratory tract through electronic devices and allowing them to enter the body.
Liquid electronic cigarette: an electronic cigarette that uses nicotine solution
Cigarette type electronic cigarettes: electronic cigarettes that use cigarettes and cigarette solids
Other types of electronic cigarettes: other types of electronic cigarettes
3. Electronic cigarette terminal: Electronic cigarette terminal equipment, an electronic device that allows users to inhale electronic cigarette smoke by heating substances such as nicotine solution or tobacco solids.
2 Main contents
Designation of hazardous ingredients in tobacco products:
Identify 44 harmful components of cigarettes and electronic cigarettes, such as nicotine, tar, and carbon monoxide;
Identify the harmful components of 20 electronic cigarette liquids, such as nicotine, propylene glycol, and glycerol;
Develop detection methods for harmful substances based on the World Health Organization and international standards.
3 Regular inspections
Starting from January 1, 2026, manufacturers/importers are required to apply for testing and submit testing reports every two years for harmful substances in cigarettes, cigarettes, and electronic cigarettes sold.
4 Public Scope
The ingredient information and information on harmful substances to human health, such as toxicity and carcinogenicity, published by MFDS.
The first public announcement will be made on the MFDS website in mid-2026.
5 Consequences of Violations
Manufacturers who do not comply with regulations will be subject to suspension and recall orders issued by MFDS. They must take measures to recall the products within 5 days from the date of receiving the recall order and submit a recall plan to MFDS.
