News | UAE Tobacco Free Nicotine Bags Must Pass ECAS Compliance Certification

UAE Cabinet Resolution No. 2 of 2025 requires nicotine bags to comply with the ECAS certification program of the UAE Ministry of Industry and Advanced Technology (MoIAT). The resolution states that nicotine bags must comply with the USE.S 5061:2025 standard; Nicotine bags must be certified by labels, products, and food contact materials. The following are the certification requirements:
Label authentication requirements
1. Valid UAE industry/trade license.
2. Product labels and warning labels that comply with the UAE. S 5061:2025 standard.
3. Declaration of applying for qualified certification.
4. Distributor ownership (for use only by traders).
5. Physical photos of the product.
Product certification requirements
1. Valid UAE industry/trade license (covering businesses related to tobacco and nicotine products).
2. Product testing report that complies with UAE. S 5061:2025 standard.
3. A statement that no modifications or changes may be made to the components or features of the product (including its packaging) without the approval of MOIAT.
4. Ingredient list: The raw materials are sorted in descending order of weight, with the names, types, or international identification numbers of the raw materials, and a description of their intended use.
5. Nicotine should come from tobacco and its quality should meet the standard levels of the United States Pharmacopeia and the European Pharmacopeia.
6. The intake and absorption of nicotine under normal or expected intake conditions.
7. Toxicological Risk Assessment (TRA) report and Food Contact Material Compliance Certificate.
8. Production process and compliance statement.
9. Description of nicotine bag structure: functional components or parts, ingredients, bag materials, nicotine content, etc.
10. A statement that manufacturers and importers are fully responsible for the quality and safety of their products when they are placed on the market and used under normal or expected conditions.
11. Stability study report on the shelf life indicated on the product label.
12. Quality management system certificates, such as ISO 9001 for quality management systems applicable to production facilities, or any other acceptable quality management system.
13. Declaration of Child Protective Packaging Testing.
14. Products and product labels.
15. Distributor ownership (for use only by traders).
Certification requirements for food contact materials
1. Valid UAE industry/trade license.
2. Test reports shall be issued by certified and accredited laboratories.
The validity period of the test report should not exceed 3 years.
4. List of components/raw materials used (attached if necessary).
5. GMP compliance.
