Federal Communications Commission
47 CFR Parts 2 and 15 [Case Number: ET Docket No. 24-136; FCC 25-27] The improvement of the integrity and security of telecommunications certification bodies, testing laboratories, and equipment authorization programs was officially published in the Federal Register on August 7, 2025

1、 Summary:
This document requires all accredited telecommunications certification bodies (TCBs), testing laboratories, and laboratory accreditation bodies to provide written confirmation to the committee that they are not owned, controlled, or directed by prohibited entities, and to report any entity holding 5% or more of their equity or voting rights. The FCC also revised its rules to clarify that TCBs, testing laboratories, or accreditation bodies that fail to provide or provide false or inaccurate proof, or fail to provide or provide false or inaccurate equity/voting information, will not be recognized and their existing recognition will be revoked by the FCC. The FCC also prohibits the accreditation of any TCB, testing laboratory, or accreditation body owned, controlled, or directed by a prohibited entity, and prohibits their participation in the committee's equipment authorization program, including the equipment certification process and the Supplier Declaration of Conformity (SDoC) process.

The Federal Communications Commission will announce its effective date separately in the Federal Register.
